Taxes have imposed 376 penalties worth a total of 18.84 million lek during 2025, as part of the handling of complaints, field inspections and verifications for violations of tax legislation.

Official data shows that the majority of fines are related to goods without invoices, failure to declare employees, failure to issue invoices or self-invoices, as well as violations related to fiscalization. In addition to monetary penalties, the tax administration has also taken other punitive measures, including 31 cases of blocking activity and the seizure of 38 computer units in 18 entities.

During 2025, a total of 2,317 inspections were carried out, of which 2,215 violations were found, with a total value of 149.3 million lek. The most frequent violations recorded by the tax authorities during the year were the failure to issue a tax invoice, where 540 taxpayers were penalized, followed by 443 cases of goods without tax documentation and 300 cases of failure to issue a self-invoice. Also, 198 taxpayers with undeclared employees were identified, 113 cases of failure to update data, 97 cases of failure to install the fiscalization system and 96 entities not registered with the tax authority. In this context, the seizure of 156 computer units of 85 taxpayers also stands out, which shows that the inspections were not limited only to imposing fines, but also to stronger administrative measures.

According to the scope of work, the highest value of violations was identified in the controls on DMR lists, with 657 violations and 56.4 million lekë, as well as among taxpayers who trade in agricultural and livestock products, where 582 violations were found worth 48.2 million lekë. Meanwhile, controls initiated by abusive cases or complaints have produced 432 violations worth 19.5 million lekë, while cooperation with other law enforcement structures has led to 179 violations worth over 11 million lekë.

A separate chapter is occupied by the verifications carried out during the 2025 tourist season, for the period June-September, when taxes intensified field checks in areas with higher economic activity. During this period, 680 verifications were carried out, of which 873 violations were identified with a total value of 69.34 million lek. The effectiveness of the controls has resulted high, as the number of violations has been greater than the number of verifications, with a total effectiveness rate of 128%.

During the summer campaign, the tax authorities seized a total of 84 computer units in 64 entities, blocked 8 entities for failing to issue invoices for the second time, and encountered one case of obstruction of control. These data show that the tourist season remains one of the most sensitive periods for informality, especially in activities with high turnover and greater exposure to cash payments. ekofin.al
