The Albanian Investment Corporation has once again canceled the LIFT Tower project procedure, citing that there were no applicants expressing interest. This is the 5th time that the Corporation has put out this project for expression of interest, and in all cases there has been no interest.
The last call was announced on January 30 with a finalization date in February, which was then postponed to March 19, but again failed. It seems that the project has not managed to attract private interest even after the reduction of the area that had to be offered to the Corporation by the entity from 45 percent in previous procedures to 40 percent.
Lift Tower is one of the first projects that the government announced as an initiative to develop state property in collaboration with private enterprise.
Lift Tower and VOID Tower were two projects that envisioned multi-storey buildings in some of Tirana's preferred areas and in return the state would benefit from new offices where the developer would specifically build the new Cadastre offices at the current location and the Government complex near the former Delegations Park.
Lift Tower Project
In its documents, the Corporation explained that this is one of the first sub-projects that is related to and based on a business model where public institutions such as the State Cadastre Agency (ASHK), the State Agency for Expropriation (ASHSH) and the Property Treatment Agency (ATP) are also in cooperation.
The project aims to develop the property on "Muhamet Gjollesha" Street (at the Faculty of Civil Engineering), and to improve the quality of the buildings and offices of all the aforementioned public institutions.
"Through this subproject, according to a preliminary analysis, it results that public institutions benefit from significantly increased developed construction area. After the completion of the project, they will be relocated to the developed property, promoting operational synergy and optimizing spatial utilization.
Based on these needs, with the decision VKM 328/2024, the Council of Ministers, with the act of transfer of some properties owned by the Corporation and some other properties with development rights, decided as a condition for the transfer of the property the fulfillment of the needs of public institutions according to the terms of the cooperation agreements, terms which were the basis for opening the design competition of the design project-idea as part of this competitive procedure regarding the construction of the Albanian Cadastre building, in the Zogu i Zi area (near the "Harry T. Fultz" school) on a plot of land of approximately 7,500 m2, made available by ASHK (where the ASHK Local Directorate is currently located).
To enable the development of the Albanian Cadastre building (public condition of property transfer) and so that public institutions can benefit from 34,000 m2 of construction with modern and quality parameters at no cost, ATP makes available for development with the LIFT Tower building venture, its property on "Muhamet Gjollesha" street, near the Faculty of Civil Engineering, approximately 2,357.55 m2.
"This property has high economic value for the enterprise and therefore is of interest to develop," KISH underlines.
How most state-owned property development projects with the private sector have failed
The government launched a project in 2024 that aimed to develop state-owned properties with the private sector. The latter would finance the projects and the Corporation on behalf of the state would acquire offices for various institutions and other properties that would generate income.
To date, few projects have managed to have a finalized winner, most of them have not seen interest from the private sector. Apart from LIFT Tower, such projects were the projects of three stadiums in different cities of the country or the procedures for the National Library, which still remains without a final project./monitor.al
