Voting on the new territorial reform this Thursday requires a qualified majority of 84 votes in the Assembly, which puts the parliamentary majority in a strong test of numbers.
The absence of Belinda Balluku and the earlier departure of MP Marjana Koçeku from the Socialist Party parliamentary group have pushed the majority to its critical limits.
Under these conditions, every vote of Socialist MPs is decisive, while within the ranks of the Socialist Party there is no shortage of critical voices and reservations about the new administrative map, among them, MP Vullnet Sinaj and Erion Braçe have openly expressed their opposition to the new territorial division.
Faced with this tense situation, the chairman of the Socialist Party Parliamentary Group, Taulant Balla, has sent a clear and firm message to all his deputies: party discipline must prevail over any personal opinion or reservation.
Today's announcement of Taulant Balla as chairman of the parliamentary group constitutes a direct political warning to any socialist MP who thinks of going against the official party line.
Although Balla tries to package the discourse with democratic notes by acknowledging that in the group meetings there are debates, different opinions or even votes against, he makes clear the uncrossable line: the final decision is political and binding on everyone.
The phrases he used, such as "you know the political decision " and the reference that " in the end it's that other decision that follows ", constitute a coded but quite clear message of exclusion from the parliamentary group or political penalization for anyone who risks approving the reform by 84 votes.
With this stance, Balla seeks to neutralize the efforts of MPs like Vullnet Sinaj or others who have reservations about their electoral zones, reminding them that the national priority of European integration and the majority agenda confronts their political fate in the party.
Conversation with journalists:
Question : Out of the residents of Memaliaj and Fushë-Arrëz who are protesting against the new territorial map...
Taulant Balla: They are not residents, they are employees of the municipality...
Journalist: Have you spoken with the SP MPs? Are there any among them who have reservations about the new map?
Taulant Balla : No, not today, but always in the parliamentary group meeting there are cases... cases that deputies express their opinion, vote against, but in the end there is that other decision that follows, which is the political decision. And I believe that all deputies know very well how important it is to move forward in this important moment when Albania has never been closer to membership in the European Union. Next week we have another moment, let's say the culmination of success related to the next intergovernmental conference, where we move, we close another chapter and I believe that this is that moment of awareness of the political nature to understand that we must move forward in the direction we have.
Journalist : Are you afraid that you are mentioning a political decision and you know what will happen if they go against the political decision, or are you threatening the two deputies or one deputy with expulsion if they do not vote?
Taulant Balla: First, first, the two MPs are among the best that the parliamentary group has.
Journalist : Mr. Balla, was the merger of Rrogozhina with Kavaja done for the electoral interests of the Socialist Party?
Taulant Balla: It's not a... it's not a discussion of this nature...
Journalist: You are also a leader, so yes...
Taulant Balla : It's not a discussion because both are municipalities of the Tirana district, so the electoral-political context in the central elections does not change, let's say.
