I followed an interview of the former deputy minister of the interior sentenced to a year and a half in prison after the accusation of SPAK for "exercising illegal influence on persons exercising public functions" and one of her sentences remained in my mind. "I am now just a statistic."

It is not the purpose of this note to deal with the case in question, nor with the fact that the "fish box" (did not) exist. What remains worrying is the performance of the SPAK, which is at a miserable level compared not only to the public's expectations, but also to the former Serious Crimes Prosecutor's Office.

In order to keep the reform in mind, the SPAK statistics are being "overestimated" and the internationals forget that people in this country lived and remember that the ministers in charge of the government before 2013 were not only accused, but also went to the doors of the justice. Ministers of the government before 2013 have also been jailed. It was the courage of the former prosecutors of serious crimes that put Saimir Tahir, the most successful minister of this governing majority, under charge. People don't forget.

What impresses you about today's SPAK is the great timidity to bring accusations against the ministers even when they have made mud and when they make mud after mud. SPAK expects the government to fire its minister Koka and start actions. SPAK expects the government to fire its deputy prime minister and initiate some action. SPAK is acting more like the lid of the pressure cooker that should manage Pindaric scandals than as an accusing body that should put a finger on the sore wound of elite corruption in Albanian.

It impresses you that SPAK is complicated by the government to the point that it digs up issues from 10 years ago, are you saying that it has finished working with the current abusers of public funds?

What shocks you is that we still do not see the figure of SPAK prosecutor with integrity. It took a live broadcast of the SPAK head race to see the professional misery. All three candidates were at a rather mediocre level. No sign that you are dealing with "heroes". No sign that you are dealing with professionals who understand the task and challenge ahead of them.

Not a word about the rule of law, human rights, due process, presumption of innocence, reference to the Strasbourg Court, not a word about protocols and standards. All three candidates read word for word what they had written.
Are you saying that there are no articulate prosecutors in this country? There were no prosecutors in this country, so among the 15 SPAK prosecutors should be the one who lied publicly about the tragic event in Elbasan before the 2021 elections?!

SPAK po fryhet me statistika. “Kemi ngritur kaq akuza, po hetojmë kaq çështje, hetimet janë komplekse, gjykata ka konfirmuar mbi 95%... Dhe kjo e fundit është më shumë se ulëritëse. A thua këta prokurorë qenkan në kufijtë e gabimit të prokurorëve robot. Amin. Pse na duhen gjyqtarët atëherë. Të kalojmë direkt nga akuza te noteri e të përmbarimi.
Është në nivel të pabesueshëm komunikimi që SPAK bën për “çështjet e mëdha”. Komunikata që i ngjajnë fjalëkryqeve dhe akuza pompoze që shfryhen rrugës…. Raste ka plot. Mjaft të kujtojmë akuzën në Bashkinë e Lushnjës për një kanal (për një kanal të mbaruar) ku u arrestuan një dyzinë njerëzish bashkë me kryetarin e bashkisë, dhe këtij të fundit i ndryshuan edhe akuzën rrugës.

Si nisi çështja e stërhetuar nga media e uniformave të policisë? Si bitisi? Mjerim i madh.

SPAK u ngrit për të ndëshkuar korrupsionin në nivele të larta të politikës dhe qeverisjes. Pikë. Jo për të na ushqyer me statistika. Mark Tueni thoshte, çfarë t’i bëj fakteve se statistikat i bëj si të dua.

SPAK-u është në limitin e fundit për të mos u kthyer në një shaka të madhe.

Vendi dhe opinioni publik nuk kanë nevojë për sasi, por për cilësi. Mjaft të kenë kurajon tç mbyllin VETËM 4 çështje dhe do t’i bëjnë nder të madh vetes, shërbim vendit dhe një dhuratë ndërkombëtarëve të lodhur nga pritja rraskapitëse për sukses.

Mjaft të kenë kurajon të hetojnë skandalin e incineratorëve. Në fakt hetimi është bërë nga parti politike, nga ojf, dhe nga media. Mbetet vetëm të gjendet kurajo e humbur në SPAK.

Së dyti mjaft të kenë kurajo të mbyllin dosjen e konçesioneve dhe të marrin edhe njëherë fletë arrestin e anuluar.

Thirdly, to have the courage to investigate the electoral crime and not forward it to the Prosecutor's Office of Peshkopia.

Fourth, have the courage and find the real owner of the 700 thousand euros of cleaning.

Why I mentioned four issues. This year SPAK completes four years of work. At least they do one case a year for the public to say: halal the special salaries we pay for them.

If you tell the public that I have investigated 400 cases - it does not make the taxes paid for SPAK salaries halal.
