The focus on synergy between policies and legislation aims to ensure that the treatment of youth issues is not only a matter of principles and vision.

This should be a practical matter, which is implemented through a favorable legislation, dynamic agencies and institutions and the creation of preferential lanes for the inclusion of youth in markets, institutions, processes and decision-making essential for society as well as for the youth themselves.

Albania has created a rich experience, I can even affirm a model, for the inclusiveness in society of young people as well as women and girls.

24 percent of the members of the Assembly of Albania are under the age of 40. Meanwhile, many of the leaders of the central agencies and institutions of the country are also in this age range.

36 percent of the deputies of the Assembly, 75 percent of the members of the government cabinet and 43 percent of the municipal councilors are women and girls.

Albanian society and institutions offer two inspiring models for avoiding gerondocracy and androcracy, two of the traditional barriers that have deprived or challenged the social participation of the two most dynamic groups of society, youth and women.

Success lies not only in numbers, but also in the quality of the girls, boys and women of Albania, who serve the country with the potential of knowledge, professions, competences, experiences and career activity, which constitute a reference and wealth not only for institutions political, but for the whole society.

High youth involvement is an instrument that contributes to democracy, social cohesion and peace.

This inclusion is another success of our joint efforts to increase the inclusion of youth, not as an end in itself, but as a civilizing and democratizing factor of society.

Schooling, education, training and the inclusion of youth in social developments, especially in technological ones, is an efficient way that will help us all to face the challenges of technological developments and their use by the enemies of peace, development and well-being. A knowledgeable and well-skilled youth is a challenge to terrorists, especially to cyber terrorism.

Albania will continue to stand against terrorists and their instigators, even the latest forms of cyber attacks, not only with technological defense measures, but also with the knowledge, skills and habits of its girls and boys, which contribute to development, well-being and peace.
