The Albanian Council for Technology and Innovation ( ACTI ) is an association led by businessman Ermal Beqiri, which is comprised of about 50 Albanian and foreign companies whose activities are in the field of computers and digitalization.
This council was created last year in December 2024, with the aim of implementing a technological project worth millions of euros, which the "Rama 4" government intends to build in the Xhafzotaj area of Durrës.
It is about a project called " Durana Tech Park ", where its owner is the Albanian Investment Corporation, whose director is Elira Kokona, while Gjergji Taho and Florensa Kovaçi have been appointed as its administrators.
"Durana Tech Park", the result of registration on February 20, 2025 at the National Business Center and was established almost 1 and a half months after Ermal Beqiri created the "ACTI" association.
Most Albanian companies joined this ACTI association, where its members were divided into several categories, such as: Individual members who must pay a fee of 50 euros per year.
Silver members, who must pay a fee of 1 thousand euros per year, Gold members, who must pay a fee of 5 thousand euros per year, and Platinum members for whom there is no official fee, but director Ermal Beqiri suggests contacting him.
Each Individual, Silver, Gold and Platinum member has access to certain data, in relation to the value of the payment they make.
Members of the Platinum category are the companies Soft Solution of Ermal e Beqirit, "Helius Sistem", "Fastech", "Hard Tech", "Albict", "Kreatx", "DEV", "Communication Progres" and others.
While in the "Gold Members" category are "Horizon" again by Ermal Beqiri, "ALBA SCAN", "Introvus Solutions", "RT Group", "Evolutivo Albania", "ATOM Computers", "ISEC", "Synapse" TES-96, "Axians", "EA-Solution", "Atrax Software Solution", "Starnet", "CyberFarm", "Baboon", "Fenix" and other companies whose number goes somewhere around 50.
Journalist Elton Qyno has learned that "ACTI" is the Achilles' heel, as it is from here that innovative projects are piloted that are then launched by government institutions, including AKSHI.
The "ACTI" Council is the den where Associations of Economic Operators are created, agreements are made for investments in the public sector, where tenders worth millions of euros for investments in technology are then negotiated, amounts that come from Albanian taxes.
This association is led by Ermal Beqiri, a close associate of businessman Ergys Agasi. Beqiri was once a small-time IT expert, whose name first came to public attention when the Supreme Court appointed him as one of the three experts to analyze the veracity of the Meta-Prifti video scandal.
At that time, Beqiri concluded that the video was unclear due to the low decibel level of the sound. As a result, the Supreme Court later acquitted Ilir Meta, whom the General Prosecutor's Office was accusing at the time of the criminal offense of "Corruption".
Further on, when Meta entered the government with Edi Rama, Ermal Beqiri and his companies emerged as winners of some of the lucrative tenders in several institutions run by the SMI, such as the Ministry of Justice and others.
The expansion and rise of Ermal Beqiri's companies continues in capturing dozens of other tenders, managing to penetrate the National Agency for Society and Information (NASI).
Here, Ermal Beqiri, in collaboration with Ergys Agas and the team of guys, managed to break the monopoly created for years by "ABS" businessman Gerond Meçe and Armand Frangu, who owns the companies "B360" and "Sirma".
In December 2024, several companies organized by Ermal Beqiri created the Albanian Council for Technology and Innovation (ACTI), managing to establish a new investment monopoly on technology and innovation.
Meanwhile, on February 20, 2025, the state-owned company "Durana Tech Park" was registered at the National Business Center. This project has not yet been opened on the ground.
But now the "ACTI" association has laid the foundation for interaction to capture tenders and share influence among them.
"...our association is not simply a union of technology professionals, but it is a movement with a common spirit. A new approach that aims to raise the voice of our sector, build bridges of cooperation and strengthen the role of technology in the economic and institutional development of Albania..." - it is stated in a document obtained by journalist Qyno.
It further states that: "...we are fortunate to be part of a country that, although often underestimated, has excelled in the region for the pace of digitalization. This success is the fruit of the work and dedication of many of you. But now it is time to go even further..."
"...let us not remain simply implementers of requests, but become actors of public policies, exporters of Albanian solutions, and builders of an ecosystem that produces value here, in Albania..." - the document states.
To this end, ACTI aims and undertakes to engage in political and institutional dialogue, to represent our interests where decisions are made.
To provide legal and organizational support, to guide you in areas such as public tenders, intellectual property, taxation and international standards.
As well as promoting international collaborations and projects, which will help in the export of our knowledge and services./syri
