Seizure of properties in the tourist area, how the conflict over ownership began
Mark Frroku arrested

A conflict over ownership has been going on for several weeks in Cape Rodoni. It all became public when a citizen complained to the investigative show Fiks Fare that his property was being fenced off, even though he had a title deed. The siege was being made by some individuals, who were removed as representatives of the Franciscan Church.

However, they operated with a license from another firm and, moreover, were suspended. After the show's investigations, it was established that there were two owners of the same property. Even with two ownership certificates for the same area.

However, the scandal deepened further when the representative of a company that managed that area declared for the investigative show that even the state road that leads to the Castle or the Church of Cape Rodoni has become private. Even the streams and everything else that is located in one of the most beautiful areas of Albania.

Mr. complained to the editors of the Fiks Fare show. Bajram Koculi, from Shetaj village in the area of Cape Rodoni in Durrës. Bajrami complains that he has a family property, benefited by law 7501, near the entrance to Cape Rodoni. He says that he was normally equipped with a certificate of ownership, he updated it. But some people went to that area and tried to surround it. According to him, the persons were presented to him as if they belonged to the Franciscan Church, but in fact they are different individuals who do not have any permission.

They even clashed several times. "I went to all the institutions, none of them act. I have a title deed. If it was the Church's, I would forgive it. But I have it with a certificate. Once those who managed this area did not fence it as it was my property. These others came and brought pipes and nets. I don't know what they are doing. No one helps me, that's why I asked for the help of the show Fiks Fare", claims the whistleblower.

Bajrami says that he has also reported to the police and the Territory Protection Inspectorate, but no one has reacted. After the denunciation, Bajrami goes to the land but sees that there was work being done there. Even to his certificate part. Some people tell him that he should go to the police and not to the property. "Go to the police because we explained it last night" they told him. 4 people gather near the informant, who speak simultaneously in high tones. "You came here in vain, go to the police because you had it at 09.00" they tell him. As the informant replies that his land is here and the meeting with the state representatives should have been held on the land and not in the office. "Take it, don't drink b... Make the papers, arrange them and come get them" they tell him, as they finally ask him what his name is.

The day before Fiksi went to Cape Rodoni, the police and the IMT had told him that they would go at 09:00 the next day (the day we went). But, no government employee went at this hour. Bajrami calls the head of the Išem Administrative Unit, who tells him that "we will come, but I am not a call center". The administrator tells him that the works have been suspended. Then he calls the police inspector, but the chief had blocked his number. Then, Fiksi calls the same number and this time manages to connect with the inspector. "We will come soon" says the inspector and when asked if they have permission or not, the inspector hangs up.

Fix reporters go to the place that was being surrounded. They meet some people who were working. They tell Fix's group that they have a siege permit. Journalists ask them where they got the permit from and if they could make it available to them. In the end, they claim that "we have permission, but we will not give you a copy". Meanwhile, they tell him that Mr. Bajram Koculi, who owns the land they are surrounding. An employee, who identifies himself as Ndue Sokoli, shows a certificate and says that the land is "of the Franciscan Church" and that Bajram's land is somewhere further away. The journalists show the documents of the Koculi family, where the property has a certificate and a settlement plan. He tells us that they also have a certificate!

A few hours after the notification of the institutions, the IMT of the Municipality of Durrës comes to the field. He verifies documents and after a few minutes says that "we will suspend the decision on the siege". Fiksi asks him why, he tells us that "both parties have ownership certificates". So both sides have certificates! How was the permission to fence this property obtained?! Fiks Fare has secured the document issued by the Municipality of Durrës, a permit issued under the name of the company Albania Turist Resort. We talked with the administrator of this company, Mrs. Ana Shtjefni, about the procedures followed. She said that she asked for the suspension of this permit, since an exchange of letters with the Cadastre showed that the fenced area belonged to Mr. Bajram Koculi. Even, Mrs. Shtjefni said that "all volumes of assets in Kepi i Rodoni, which also include Pyllin road, have been seized by SPAK in the Cadastre". There are doubts that they have returned in violation of the law. Also, the administrator of this company claimed for Fiks Fare that the state road was privatized 18 months ago.
