The Special Court has rejected the request of the former head of the Police, Leonard Palushi, for a change of measure. He is behind bars in prison. Palushi asked for the replacement of the measure in "house arrest", for family reasons as he was waiting for one of his children to be operated on, but the court did not accept the request of the defendant who is accused by SPAK of misdirecting the investigation by abusing the duty for the murder of Emiljano Ramadan.

Leonard Palushi was arrested as part of a mega-operation by SPAK, after the testimony of Nuredin Duman.

Palushi played a "double game" by selling information to criminal groups and thus debunking actions initiated by the police and the prosecution. According to SPAK, it is suspected that Klevis Kapllanaj used the opportunity to get to know the Manahasas and after being paid by Erjon Alibej, put a TT pistol into the service of the Manhasa family so that they could be falsely accused of murder. A well-thought-out plan, but later, due to the investigation, it turned out that there was a lack of evidence for the guilt of the Manahases in the crime, who were released and acquitted by SPAK.

Palushi gave the preliminary information, claiming that he has (valuable) information about a crime, but in fact, even though he was in Elbasan himself, he did not go to verify the information about finding a weapon near Peqin.

In the prosecutor's file, it was reported how the former boss misdirected the investigations into the murder of Emiliano Ramazan in Elbasan in 2020.

The investigative group has proven Palushi's relationship with Erjon Alibej, among other things, which he himself admitted that he knew him and met Erjon several times in the apartment, since the latter was under security measures "prison arrest ” for another criminal offense and specifically “attempted murder”.

The police helped Alibej to trap Seit Manhasa with Talo Çela, as it was thought that these two people were friends with each other.

In the file it is clarified that by order of Erjon Alibej, Nuredin Dumani organized and coordinated the actions so that the crime weapon used in the murder of the citizen Emiljano Ramazani was placed in a parking lot owned by Seit Manhasa, since the Manhasas were friends of Talos and were the shooters.

Nuredin Dumani, now the associate justice, has stated that Alibej wanted to create a conflict between the Manhas and the Talos group. Meanwhile, from the investigations carried out, it was found that Alibej was helped by Leonard Palushi, for his plan. The senior police official has misdirected the investigations, including unrelated persons in the incident.

The former head of the sector, Leonard Palushi, has helped Erjon Alibeaj in several other episodes, facts and evidence, these are administered in the SPAK file, which have not yet been published for investigative reasons.

We recall that Leonard Palushi was dismissed from office in 2017, signed by the Director General of the Police at that time, Haki Çako, under the suspicion that he neglected the fight against the cultivation and trafficking of narcotics in the Kurbin area.

In 2017, after seizing 200 kg of drugs in Mat, the State Police announced that it has dismissed several police officers from its ranks.

However, it is not known how he managed to return to office after his dismissal. A year ago, after an anti-drug operation in Ishull-Lezhë, the anti-drug officer, Saimir Hoxha, was killed by 21-year-old Aldi Rama.

Leonard Palushi was also present at this event, who in his testimony said that he and another colleague ended up in the canal after the crime took place.

He stated that the three officers came in front of Rama's car, but he did not stop, killed Hoxha and then left, throwing the other two into the canal.
