A report, prepared for the account and by order of SPAK, calls into question some of the two-year-old accusations about the Elbasan incinerator.

The evaluation act of expertise for the Elbasan incinerator was carried out by the expert Luiza Bala, who was appointed by SPAK with the decision of June 23, 2022, for the investigation.

In the document dated November 10, 2022, it is stated that the project has been implemented precisely and in accordance with the description of the works by the concessionaire company Albtek.

According to the report that is published for the first time, the estimate of the contract made by Albtek and the Ministry of Environment and the estimate of the final situation of the works, turns out to be the same.

The report states that the actual final value of the waste plant is 26,072,756.18 euros. So the investment costs 22,235 euros more than what was paid from the state budget. About 6 million euros is only the actual value of the works and machinery of the plant, while the costs for 5 years of administration that the concessionaire will serve without additional payments are not calculated.

The official conclusions of the expert appointed by SPAK confirms once again that the construction of incinerators may have been used for fiscal evasion, an activity that is punishable anyway, but according to the documents, no public money was stolen. But let's look in detail at the questions SPAK asked in the expertise, and (briefly) how the expert answered:

Question of SPAK: Does the state of the works performed and the supplies performed actually correspond to that provided for in the concession contract and the approved project?

The expert's answer: It turns out that the implementation project in civil works and in those of construction-assembly and technology, has been meticulously implemented by the concessionaire company "Albtek Energy" and in accordance with the implementation project and the description of the works.

Question of SPAK: To determine what was the actual cost of performing these works and supplies for each of the works items.

Expert: ....Referring to the prices presented in the final and partial situations, the total value is 26,072,756 euros. Here we reiterate that the works were carried out with good quality and conditions.

SPAK's question: Does the actual cost of the works and supplies performed match the estimate of the concession contract? If not to determine where these discrepancies lie and what is their value?

The expert: In the comparison table attached to this act-expertise, the value determined in the concession contract is determined, for which I have not found in the documents of the investigative package that there is a contract with third parties for the realization of construction works, but also those of technological devices and their assembly, which are analyzed in answer no. 1 of this act. Likewise, on my part, a comparison was made between the actual state of the construction works, the object of this investigation, with the reported situations for the execution of the works, from which it turns out that the works were carried out in accordance with the implementation project, having reference precautions, this as for the volumes and the defining values ​​explained above.

From their comparisons, referring to the prices presented as contract prices for specific items is:

1. The estimated value of the concession contract, with the estimate prepared for the value of the object, are the same.

2. The change from the anticipated value for granting the concession, with the value of the contract signed by the concessionaire 'Albtek Energy', is almost zero.

3. The change between the contract made by the concessionaire company 'Albtek Energy', with the Ministry of the Environment (Ministry of Environment), for the construction of the facility 'urban waste treatment plant of the Elbasan district and energy production, with the final situation of the work in progress, turns out to be zero.

4. The difference between the situation reported and declared by the company 'Albtek Energy', with the situation prepared by me, according to the actual situation, is 22,235 euros.

SPAK Question: Are there unnecessary work items or purchases included in the facility design and works estimate?

The expert: First of all, we must reiterate that the project was drawn up in its best solution, with many details, where the situation before the start of the works was reflected in many details and that after their completion, and I did not find that the project included or change things of this reality. From the analysis of the project, I found that there are no voices involved in the final situation...
