The SPAK file on criminal groups in Elbasan shows that the Elbasan Court was under the control of Suel Çela, an important crime figure.

Under the orders of Suel Çela was not only the judge Pajtime Fetah, but the crime boss turns out to have also recruited the judge Enkeleda Kapedani, also known as the Tik-Tok judge, after the publication of some of her videos on the Tik-Tok social network that were considered unethical, as he was seen "parading" in the office.

Initially, according to the SPAK file, Suela Çela offers a 40,000 euro car to judge Enkeleda Kapedani, dismissed from Vetingu, in exchange for her withdrawal from the race for president of the court, in order for Pajtime Fetah to be elected president, who was under the full command of the Key.

The captain thanks Suel Çela and expresses the respect he has for him, but refuses to withdraw from the race, as he considered his career in the justice system important.

Further, Suel Çela engages together with judge Pajtime Fetah and the president of the court Zihni Shahu to pass his criminal file for trial in the hands of Enkeleda Kapedani, whom he considers reliable and on his side, taking it out of the hands of the judge Tomorr Kullolli, who had not assumed the innocence of Çela.

And so it happens. Tomorr Kullolli resigns, which is accepted by Zihni Shahu. Enkeleda passes the file to the Captain according to Suel Çela's order.

On April 30, 2020, judge Enkeleda Kapedani decided to dismiss the criminal case against Marjus Lulaj, who is Suel Çela.

Judge Enkeleda Kapedani has served two criminal offences; no criminal charges when Suel Çela offered the car 40,000 euros to withdraw from the race for president of the court and corruption, after making a decision under the conditions of exercising illegal influence and a corrupt relationship.

It seems strange how SPAK filed charges against journalist Elton Qyno, who only did his duty, and did not file charges against Judge Kapedani.
