"Why did you change the criminal offense?" - GJKKO returns the file

The Special Court has returned the file on the former mayor of Kavaja, Elvis Rroshi, to SPAK, with the request that prosecutor Elvin Gokaj clarify the charges he has filed against him.

The decision was issued this Thursday by Judge Rudina Palloj, who gave the prosecution two weeks to explain why she changed Rroshi's criminal offense from "violation of equality in tenders" to "abuse of office."

The Special Prosecution Office previously requested the dismissal of 6 episodes of abuse of office for the former mayor due to the statute of limitations on the criminal offense. However, Rroshi will not escape criminal prosecution as he is accused by SPAK of 5 other episodes of abuse of office.

This is an old file following an audit by the Supreme Audit Office regarding tender abuses in the Municipality of Kavaja, a case which had been dismissed by the Durrës court, but the latter declared incompetence, delegating the materials to the GJKKO.
