SP files resolution in Parliament: Iran to be declared a terrorist state

As announced by Prime Minister Edi Rama and the chairman of the Socialist Party Parliamentary Group, Taulant Balla, the Socialists have submitted a resolution on Iran to the Assembly.

Through this resolution, Albania is requested to declare the Islamic Republic of Iran as a state sponsor of terrorism and to condemn its destabilizing actions in various regions of the world and cyber attacks against us.

According to this resolution, since terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace, security and democratic societies, Iran should be declared a sponsor of this activity.

"Given that the Republic of Albania has itself been the object of hostile actions in cyberspace, including the serious cyber attack on Albanian state institutions in 2022, attributed to structures linked to the Islamic Republic of Iran, as well as the attempts in recent days to carry out cyber attacks on the systems of the Albanian Parliament," the resolution states.

Full resolution:

For the declaration of the Islamic Republic of Iran as a State Sponsor of Terrorism and a State that uses terrorist means.

Parliament of Albania,

Whereas the Republic of Albania is strongly committed to the principles of the Charter of the United Nations, international law and the protection of international peace and security;

Whereas terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace, security and democratic societies;

Whereas credible reports and international assessments have repeatedly documented the involvement of the authorities of the Islamic Republic of Iran in financing, training, arming and directing non-state armed groups and organizations designated as terrorist entities in several regions;

Whereas the Islamic Republic of Iran, through its state institutions, including the Islamic Revolutionary Guard Corps (IRGC) and its affiliated structures, has supported and coordinated activities that destabilize countries in the Middle East and beyond;

Given that the Republic of Albania has itself been the subject of hostile actions in cyberspace, including the serious cyberattack on Albanian state institutions in 2022, attributed to structures linked to the Islamic Republic of Iran, as well as the recent attempts at cyberattacks on the systems of the Albanian Parliament;

Whereas acts of violence and aggression, including cyberattacks against state institutions, critical infrastructure and sovereign states, constitute violations of international law and may constitute forms of terrorism;

Duke qenë se përdorimi sistematik i frikësimit, i grupeve të armatosura proxy, si dhe i mjeteve hibride për të përhapur frikë dhe destabilizim është i papajtueshëm me normat e marrëdhënieve paqësore ndërkombëtare;

Duke qenë se Republika e Shqipërisë, si anëtare e NATO-s dhe vend kandidat për anëtarësim në Bashkimin Evropian, ka në themel të politikës së saj të jashtme dhe të sigurisë parimet e solidaritetit demokratik, shtetit të së drejtës dhe mbrojtjes së paqes dhe stabilitetit ndërkombëtar;

Duke qenë se populli dhe institucionet shqiptare mbeten të përkushtuara në luftën kundër terrorizmit në të gjitha format e tij dhe në mbajtjen përgjegjës të atyre që sponsorizojnë ose kryejnë akte terrori;

Kuvendi i Shqipërisë:

1.Dënon me termat më të ashpër veprimet e Qeverisë së Republikës Islamike të Iranit që mbështesin, mundësojnë ose kryejnë akte terrorizmi, operacione hibride dhe aktivitete destabilizuese në rajone të ndryshme të botës si dhe shpreh solidaritetin e plotë me vendet mike të Gjirit Persik dhe me Turqinë, të cilat janë shënjestuar nga aktiviteti terrorist i sponsorizuar nga Qeveria e Republikës Islamike të Iranit.

2.Dënon gjithashtu sulmet kibernetike të kryera kundër institucioneve të Republikës së Shqipërisë, përfshirë sulmin e vitit 2022 ndaj infrastrukturës shtetërore dhe përpjekjet e fundit për ndërhyrje në sistemet e Kuvendit të Shqipërisë.

3.Shpall Republikën Islamike të Iranit si Shtet Sponsor të Terrorizmit dhe si shtet që përdor mjete terroriste në ndjekje të objektivave të tij të politikës së jashtme.

4.Dënon aktivitetet e Gardës Revolucionare Islamike (IRGC) dhe entiteteve të lidhura me të për rolin e tyre në mbështetjen e organizatave terroriste, forcave të armatosura përfaqësuese dhe operacioneve destabilizuese

5.I bën thirrje Qeverisë së Republikës së Shqipërisë që :

– të forcojë masat kombëtare dhe ndërkombëtare për të luftuar terrorizmin e sponsorizuar nga shtetet dhe kërcënimet kibernetike;

– të bashkëpunojë ngushtë me vendet aleate dhe partnere në parandalimin dhe luftimin e financimit të terrorizmit dhe aktiviteteve të lidhura me strukturat shtetërore iraniane;

– të mbështesë nismat në organizatat ndërkombëtare që synojnë përgjegjshmërinë për aktet e terrorizmit, sulmet kibernetike dhe shkeljet e së drejtës ndërkombëtare.

– të shpallë menjëherë Gardën Revolucionare Islamike (IRGC), si organizatë terroriste,

– të shpallë gjithashtu Hezbollah si një organizatë terroriste proxy të Republikës Islamike të Iranit, duke iu bashkuar Shteteve të Bashkuara të Amerikës, Gjermanisë, Hollandës dhe një numri shtetesh anëtare të BE-së si dhe vende të tjera, të cilat e kanë ndërmarrë më parë këtë përcaktim.

6.U bën thirrje vendeve demokratike, organizatave ndërkombëtare dhe partnerëve të Shqipërisë që të shqyrtojnë masa të koordinuara kundër terrorizmit të sponsorizuar nga shtetet dhe të forcojnë bashkëpunimin ndërkombëtar në luftën kundër këtyre kërcënimeve.

7. Reaffirms Albania's unwavering commitment to international peace, democratic values ​​and the protection of civilians from acts of terror.

8. Directs that this Resolution be forwarded to the Government of the Republic of Albania, allied governments, the United Nations, the European Union and other relevant international partners.
