The number of employees in the public administration is increasing year after year, even though a series of services are already provided online.

With the digitization of services, the public administration should be reduced as the expenses for the maintenance of technological networks have also increased.

INSTAT reported that in the last quarter of 2022, the public administration reached 184,396 people or 2,036 more employees in the third quarter, while employment in the private sector for the same comparison period suffered a contraction of over 10 thousand people.

In the private sector, employment has a seasonal cycle. A larger number of people are employed during the summer season from May to September due to demand from tourism and agriculture. In contrast, in the state sector employment is not linked to seasons, but to elections.

Always on the eve of elections there is a tendency to inflate the administration with even temporary employees. In the last quarter of last year, employment in the public administration not only increased compared to the third quarter, but also to the same period of 2021.

Past experiences show that employment in the Public Administration on the eve of elections increases rapidly, especially in cleaning and greening companies and in water supply.

For example, in 2021, when the general parliamentary elections were held, employment in the state sector expanded by about 8 thousand people or by 4% within a year. On May 14 of this year, local government elections will be held, as employment in the state is expected to increase further in the current quarter.

The weight of the state in the economy has increased significantly in recent years. According to INSTAT data, the share of public administration in the economy, education, health and social work activity in the total GDP increased by 2.5 percentage points from 2005 to 2020.

In 2009, public administration formed 9.7% of the country's total GDP, while in 2020 it reached 12.4%.

In 2020, of the 10 main branches of the economy, public administration was the third for the highest weight in the economy, after agriculture with 19.2%, and the trade, accommodation and transport sector with over 15%.

In 2005, public administration was the fourth largest sector, after agriculture, trade and construction.
