A chain of commercial companies that were opened at the National Business Center and closed after two years and then registered again under the names of the same persons have been discovered by the Tirana prosecutor's office as part of a call center fraud scheme.

At the center of this criminal scheme were Marsel Lami , his friend Fisnik Nezaj, and a 29-year-old named Xhoel Mekolli from the village of Vranisht in Devollit.

Mekolli, an amateur in this criminal field who started his dirty business of defrauding European Union citizens as a telephone operator with 356 thousand old lekë at Fisnik Nezaj's " Gama Network " company, went very high.

"Gama Network" is a company registered on October 14, 2020 by Fisnik Nezaj and on April 22, 2022, this company suddenly suspends commercial activity.

The fraudulent schemes they used against Austrian citizens and beyond brought in sufficient income, leading to the investment of these proceeds in various assets and luxury travel.

More specifically, Xhoel Mekolli, together with his Call-Center fraud buddy, Artejvi Bishami, decide on September 3, 2025, to open a sports gym called “ Hark Box ” . This company was opened with an initial capital of 2 thousand old lek, while its object is:

“…a sports and wellness center that offers services in the field of physical training, aesthetics and well-being for all ages, through programs such as pilates, aerobics and fitness…”.

This company is now being monitored by the Tirana Prosecutor's Office and Taxes to understand the purpose of its opening and the commercial activity it has had with the issuance of tax invoices, as there is evidence that Xhoel Mekolli has served as a "springboard" for the transfer of financial amounts.

On the other hand, after the suspension of the activity of the company "Gama Network", after 4 months it turns out that another new company has been born in the name of Fisnik Nezaj.

"Iota Network" is a company founded on August 16, 2022 by Fisnik Nezaj and then on July 26, 2024, the latter sold the Call-Center company to citizen Marsel Lami.

The sale of Iota Network shares was not conducted before a public notary and was carried out at a ridiculous price of only 100 thousand old lek.

Të njëjtat manovra juridike Fisnik Nezaj dhe Marsel Lami, kanë kryer dhe me dy kompanitë e tjera, si “Victory Communication” dhe “Espiron Studio”, ku fillimisht këto kompani ashtu si firma “Iota Network”, janë rregjistruar në QKB nga Fisnik Nezaj dhe më pas janë shitur kundrejt 10 mijë lekë të vjetra tek Marsel Lami dhe më tej ky i fundit pasi i ka shfrytëzuar për qëllime kriminale i ka pezulluar aktivitetin tregtar.

Veprimet pezulluese të kompanive kanë ndodhur mes per muajit Dhjetor 2025, Janar 2026 dhe Mars 2026, duke çuar në dyshime të arsyeshme se Marsel Lami dhe ortaku tjetër i tij në këtë skemë mashtrimi, Fisnik Nezaj, ishin vënë në dijeni të hetimeve që po kryenin autoritet e drejtësisë Austriake dhe prokuroria e Tiranës.

Siç mëson gazetari Elton Qyno, kompania “Victory Communication” ka hapur aktivitetin tregtar në 26 shtator 2022 dhe në datën 6 Mars 2026, ka pezullluar aktivitetin.

Mbyllja e tregtisë kriminale është vetëm një javë, pasi prokuroria e Tiranës dhe Policia e Shtetit, finalizuan operacion për goditjen e personave që ishin të përfshirë në mashtrimet me “Call-Centerat”.

Ndërsa “Espiron Studio”, është hapur në 19 Tetor 2022 dhe aktiviteti i saj është pezulluar në datën 27 janar 2026. Njëherësh e njëjta lëvizje ka ndodhur me “Iota Network”, e cila rezulton të jetë themeluar në 24 Gusht 2022 dhe më pas aktiviteti i saj është pezulluar në 16 janar 2026.

Edhe kompania “Zeta Studio” e hapur në 28 Maj 2024 nga Marsel Lami rezulton të ketë kryer aktivitet kriminal me mashtrimin e Call-Centerave, por më pas në muajin dhjetor 2025, ajo ka pezulluar aktivitetin, duke dalë nga qarkullimi.

Por lista e aktivitetit kriminal vijon dhe me Tedi Agastrën, i cili përmes personit fizik që hapi në 24 Prill 2023, ka kryer mashtrimin e qytetarëve të Bashkimit Europian përmes skemave të “Call-Centërave”.

Tedi Agastra nuk është hera e parë që goditet nga prokuroria e Tiranës, pasi në muajin nëntor 2024 ai është arrestuar gjatë një operacioni policor së bashku me 12 persona të tjerë.

I arrestuari tjetër, Eduard Daka, rezulton të ketë kompanitë “Tirana Archives” të hapur në Mars 2021 dhe “Sonet” të regjistruar në muajin Maj 2023. Rezulton se “Tirana Archives” ka pezulluar kompaninë në 4 Mars 2025.

Të gjithë këta persona të arrestuar janë administratorë, menaxherë, brokera, shefa salle.

Gjatë operacionit janë sekuestruar rreth 1 milion euro cash nëpër zarfe dhe dyshohet se do të ishte bonusi për operatorët për muajin mars lidhur me punën e kryer prej tyre.

Gjithashtu janë sekuestruar kompjuterë dhe pajisje të tjera që shërbenin për veprimtarinë e paligjshme.

Pritet që ditën e nesërme ata të dalin para gjykatës së Tiranës, për të njohur me masën e sigurisë që ka kërkuar prokuroria e Tiranës.

For Eduart Dalla, Mateo Hoxha, Tedi Agastra, Ledio Toçi and Xhoel Mekolli , the Tirana prosecution has requested the security measure "Arrest in prison". While Marsel Lami, Xhoi Hitaj continue to be wanted since "Arrest in prison" against them have not been executed by the criminal police.

Meanwhile, Aida Vokli has been placed under a security measure of "Ban on leaving the country".

As for the operator employees Kristjan Buda, Benard Biba, Kleidi Dyrma, Ema Taipi and Eno Hana, the measures will be assessed in court.

The investigation into this case began about 2 years ago with materials referred from Austria, mainly Germany, where thousands of European citizens, mainly from Austria, were defrauded of millions of euros.

It is suspected that thousands of European citizens have been defrauded and the damage is estimated to be more than 50 million euros caused by the activity of these call centers. This is a phenomenon that is widespread in Albania./ SYRI
