There is no PROPERTY revaluation, the government SUSPENDS the adoption of the
Petrit Malaj

Although the head of the government, Edi Rama , announced earlier that the revaluation of properties would start from the end of September, this did not happen.

Kapital writes that recently the Minister of Finance, Petrit Malaj , has suspended in the government the approval of the law on revaluation of properties.

Although the draft to reduce the capital gain tax in the case of the sale and purchase of properties had publicly received the " green card " of Prime Minister Rama, the Minister of Finance has blocked it with the argument that the draft law took too much time and should now be linked to the reference prices in it all of Albania.

Capital has learned that thanks to Malaj's insistence, the government has decided to postpone the adoption of the law until January next year.

In May of this year, the socialist deputy Blerina Gjylameti filed in the Assembly the legal initiative for the revaluation of real estate.

The Socialist Party proposed that for the revaluation of immovable property the tax would be 3%, from the 15% that is currently paid if you sell the property.

"All individuals, who own real estate, have the right from the date of entry into force of this law until June 31, 2025, to make the revaluation of this property at the market value", it was stated in point 1 of Article 1 of this bill.

Legal entities for this revaluation pay 3% of the difference between the revaluation value and the registered accounting value, for real estate. For the purposes of implementing this article, the legal entity keeps a real estate card, where it records the relevant value of the real estate from the moment of the initial recognition of the asset and the corresponding tax paid according to the legislation in force ", it was stated in point 4 of Article 2 of the draft law.

Meanwhile, on July 15, 2024, Prime Minister Rama publicly approved this initiative, but specifying that the revaluation tax will be 5%.

"The process of revaluation of assets, I want to be clear that we did the process twice. This is not a process that can be done regularly because basically this is an amnesty, but it also has an important cost for the state budget since the moment the revaluation is done, the 15 percent tax on the following sales is avoided. Since the first re-evaluation was done based on the fact that it was not the new references, today with the new references, we can give the citizens absolutely the right to have one last chance for this and conclude the work started but the references new in other cities and not only in Tirana. Today, at least the coastline is not at those reference prices that are from the past. For this reason, we have started work on new references, we will conclude within the next 40-45 days this, we will build a process for the re-evaluation to be open one year, end of September to end of September and in the meantime it should be clear and something else that the first revaluation was done with 1 percent, the second with 3 and the third will be with 5", said Prime Minister Edi Rama.

But, the end of September passed and this draft was not approved to be further suspended until next year.
