In the wiretapping conducted at the request of SPAK prosecutor Elvin Gogaj, there are episodes that show the conversations of Ura-Vajgurore Municipality officials, who, during communication with each other, hold humiliating and insulting attitudes towards citizens who build without permission.

As soon as they document the case, the officials would appear to the citizens, taking 2,000 to 3,000 euros.

Citizens who built without a permit, such as Dritan Kalivaçi, Fitim Dushku, Adriatik Vrapi, Kimet Dervishi and Arben Dyli, have been forced to pay monetary sums in exchange for building without a permit or issuing a provisional permit.

During an intercepted conversation between Arben Guraj and one of the prosecuted persons, such communication takes place:

"...I took 2,000 euros from that basin he was building, now he went to finish the job...".

While the other person replied that he was busy at the moment and had work. Based on this situation, Arben Guraj replies that:

"...look, don't get too busy with state work alone. The affairs of the state never end,... but look at the end of private affairs...".

Arben Guraj gjatë ushtrimit të detyrës së tij, jep kontribut të paligjshëm duke përdorur ndikimin e tij dhe shfrytëzuar lidhjes dhe pozicionin e punës në këtë bashki, për pajisjen e qytetarëve të ndryshëm të bashkisë Ura Vajgurore me Vërtetim të Vetëdeklarimit të Punimeve, për restaurimin e objekteve të banimit dhe më pas në këto objekte kryhen ndërtime të paligjshme, kundrejt pagesave të ndryshme.

Nga përmbajtja e përgjimeve telefonike, ka rezultuar se në vijim Arben Hysen Guraj, me ndërmjetësimin e personit tjetër Altin Pali, me detyrë drejtor i zyrën e Urbanistikës, ka kontraktuar persona të tjerë që ushtrojnë funksione publike dhe në bashkëpunim mes palëve, kanë kryer veprime konkrete me qëllim pajisjen me leje ndërtimi, kundrejt përfitimit të parregullt.

Si person ndërmjetës në këtë veprimtari kriminale ndërmjet të dyshuarve, ishte caktuar Arben Guraj me ndërmjetësimin e personit nën hetim Altin Pali.

Guraj, jo vetëm që mbante komunikime të shumta telefonike me bashkë të dyshuarit e tjerë në këtë hetim, por edhe kontakte të drejtpërdrejta, në ambientet e punës dhe jashtë saj, si gjatë orarit të punës ashtu edhe jashtë orarit zyrtar.
