SPAK has closed the investigation and sent for trial the file against the defendants Dritan Lelaj, former police officer, Qetorët Gurra, professor at the Police Academy and Silvana Mihon.

Investigations have shown that Dritan Lelaj gave a bribe of 4 thousand euros to Gurra to get the rank of deputy commissioner, while Silva Miho forged the document.

"It has been proven beyond a reasonable doubt based on evidence that the defendant Dritan Lelaj offered an irregular monetary benefit to the defendant Qetorët Gurra, who in turn accepted this offer for an irregular benefit in order to illegally influence other public officials. of the Security Academy and the General Directorate of State Police to favor the defendant Dritan Lelaj in the winning result in the exam for obtaining the rank of "Deputy Commissioner" for pursuing studies in the first cycle at the Security Academy, for the academic year 2021-2022 , held on 27.10.2021.

Also, it turns out that the defendant Dritan Lelaj during the examination / complaint process used a document which presented false circumstances that do not correspond to the truth, a document issued by the defendant Silvana Miho, as the person who had for duty to issue the document.

Whereas for the citizen under investigation Agim Lelaj, based on article 328/1 letter b) of the Code of Criminal Procedure, the termination of the accusation / investigation for the criminal offense "Exercising illegal influence on persons exercising public functions", provided by 245 / 1 point 2 of the Criminal Code, with the reasoning that the actions committed by him can not be qualified as illegal actions that constitute the objective side of the criminal offense provided by Article 245/1 point 2 of the Criminal Code. " - said in the notice of SPAK.

The three defendants:

- Dritan Lelaj, security measure "Prison arrest", is accused of having committed the criminal offenses "Exercising illegal influence on persons exercising public functions" and "Forgery of documents", provided by articles 245/1 point 2 and 186/1 of the Criminal Code.

- Qetorët Gurra, security measure "Prison arrest", is accused of having committed the criminal offense "Exercising illegal influence on persons exercising public functions", provided by Article 245/1 point 4 of the Criminal Code.

- Silvana Miho, is accused of having committed the criminal offense "Forgery of documents", provided by Article 186/3 of the Criminal Code.
