The Assembly approved at 01:30 on September 18 the majority law on judges' salaries.
The law was approved with 84 votes in favor and 24 votes against, after a debate that continued in the Assembly even after midnight.
Meanwhile, before the vote, there was debate until the early hours of the morning.
The debate in Parliament on the salaries of judges and prosecutors continued well after midnight, while Prime Minister Edi Rama intervened several times during the discussions.
The head of government said he will give his position on the issue after listening to all the deputies who are taking the floor in the session.
"As for the issue in question, I will speak, I will definitely speak and I will speak when I want to, not when you decide. But I will speak, I am here to speak. But I am listening to all the bright minds of the legal opinion of Parliament for once, then I will say what I think as an ordinary painter," said Rama.
During the debate, the prime minister also got involved in the retort on the arbitration issue, clarifying his previous statement that the entity that won the case will receive "zero lek" from the Albanian state: "Since my name came up for clarification, you said that I said that I do not recognize the arbitration decision. I did not say I do not recognize the arbitration decision, I said that the entity that won that case will receive zero lek from the Albanian state," declared Rama.
He continued by saying: "And despite the fact that your party was strongly committed to telling Albanians that he received 100 million euros in the meantime, I want to inform you that, not only up until the moment we are speaking, he has received zero lek from the Albanian state, but in the meantime, like many others, who when they are caught unfairly by Albania and then for one reason or another their lives do not go well, the one we are talking about today, the subject in question, together with one or two relevant arbitrators, will face justice."
According to Rama, the frozen money will be returned to the Albanian state treasury.
"Be sure that sooner rather than later, all the money, all that has been unjustly frozen, taken from Albcontrol, will be returned to the coffers of the Albanian state," he said.
The Prime Minister reiterated that he had not declared that he did not recognize the arbitration decision.
"I didn't say, I don't know the arbitration decision, I said that the time when all kinds of criminals and all kinds of scoundrels could take whatever they wanted from Albania is gone and they will receive zero lek from the Albanian state. That's what I said!"
"Zero lek will be received from the Albanian state and of course not by force, but through legal means. We have followed the legal path, we are in several processes with the entity in question," Rama added.
He stated that for the subject in question there are administrative and civil processes, as well as a criminal process outside Albania: "For the subject in question, there are not only civil administrative processes, but also criminal processes outside the Republic of Albania. Even in the Republic of Albania, SPAK has opened the process," said Rama.
Rama said that the decision has not been executed and that the government has contested it.
"The truth is that that decision has not been executed, dear unknown lawyer. Because we are in several processes, we have contested it in the ways we have found and so far the subject, not only has not received a single grain of lek and has not seen it receive a single grain of lek, but has gotten into a very big trouble with the Republic of Albania, because from an opponent in arbitration he is subject to criminal law, both here and abroad."
Regarding Albcontrol's funds, Rama stated: "The blocked money of Albcontrol is in a frozen fund and will only be touched when the clarification of the issue is completed. And in the meantime, I repeat to you that SPAK itself has actively entered into this issue."
In his third intervention, Rama again insisted that the money had not been taken.
"While I am here with my voice, I said that he has received and will receive zero lek, I did not say, because it did not happen, that if this happened, it would be in the books of the Albanian state, that he received and we will take it back. I said that he received zero lek."
According to the Prime Minister, the fund remains frozen until the process is completed.
"The fund is a frozen fund until the end of the process, precisely because unlike what he thought, he became the hero of these people here, who leave no stone unturned in turning him into a hero to attack with anyone and at any cost and at the price of Albania's disgrace, our side, while today, precisely the arbitration issue was not closed as that subject dreamed, we are in several processes and zero lek has been received, zero lek will be received."
"This is the truth," Rama concluded in this part of his remarks, while the debate in Parliament on the issue of magistrates' salaries continued well after midnight.
