The Tirana Prosecutor's Office has launched an investigation into the pharmaceutical company Rejsi Farma for abusive profits through the drug reimbursement scheme and the dumping of expired drugs into the pharmaceutical market.

The Tax Investigation Directorate, taking as its basis a report by the Supreme State Audit Office on the activity of the Mandatory Health Care Insurance Fund for the drug reimbursement process, has referred the findings to the Tirana Prosecutor's Office.

"It was found that the control group took into consideration for calculation purposes a list of 18 medications, in the amount of 12,178 pieces, worth 41,999,556 lek, which are alleged to have exceeded their expiration date by more than 1 year, for which there is no document or report issued by the competent authorities, and for which the regular procedure for their disposal has not been carried out, without notifying the relevant Regional Tax Director under whose jurisdiction it belongs, and without obtaining approval from the National Agency for Medicines and Medical Devices," the SAI report states.

Likewise, the findings of the report of the Supreme State Audit raise suspicions of abusive benefits from the reimbursed drug scheme by not taking them out of use and, moreover, by risking the lives of citizens who benefit from reimbursed drugs.

"In conclusion, the lack of timely and documented compliance with the provisions of the tax regulatory framework and the contractual agreement for reimbursement in the event of drugs going out of use, brings a risk to the accurate real inventory status of reimbursable drugs according to the LBR, as well as to the level of reimbursement received by the Import-Depot "R….F….", and also the risk of re-circulating expired drugs with the aim of obtaining reimbursement, but with consequences for the health of patients," the report further states.

The company Rejsi Farma is accused of defrauding the Mandatory Insurance Fund with the documentation it was required to submit on the inventory of expired medicines by reflecting inaccurate information.

The case against the Rejsi Farma company is being investigated by the Tirana Prosecutor, Ndini Tavani./ tch
