Deputy Prime Minister Belinda Balluku, also Minister of Infrastructure and Energy, appeared on Friday afternoon at the Special Prosecution Office in the capacity of defendant, where she was charged with "violation of equality of participants in public tenders or auctions".
According to SPAK's announcement, Balluku has been named as a defendant in the Llogria tunnel tender - a 5.99-kilometer segment that cost taxpayers 18.9 billion lek or more than 190 million euros.
Meanwhile, Democratic MP Belind Këlliçi claims to have uncovered a new scandal related to the Llogara tunnel.
The deputy leader of the DP parliamentary group, publishing a document, accuses that the major work was built for more than three years without a valid construction permit.
Invited to the "Task Force" studio on Syri TV, Belind Këlliçi reveals the document that proves that the construction permit for the Llogara tunnel was issued on 28/05/2025. So, according to him, for 3 years and 1 month the Llogara tunnel has been under construction without a permit.

Këlliçi emphasizes that this situation "constitutes a flagrant violation of the law and creates grounds for a new criminal charge for abuse of office."
"The Director of the Territorial Development Agency, Adelajda Rroka, has issued the construction permit on 28/05/2025.
What does it mean?
The entire tunnel is an illegal construction. All the money disbursed is in flagrant violation of the law. And here there is a basis to file a new criminal charge for 'abuse of office' and all the money that has been disbursed has been unjustly received by the company that has stolen 50 million euros.
So for 3 years and one month, the Llogara tunnel has been an unauthorized construction.
"After the inauguration, we saw parties, dinners, shows inside the tunnel, songs and dances directed at Edi Rama. So after all this happened, the construction permit was revealed. This is an unprecedented scandal. This is an authentic document. I call on prosecutor Dritan Prenç to request the document and make it available to him to come to the aid of Erion Veliaj's sister, Belinda Balluku ," said Këlliçi.
