The Supreme Court upholds the seizure of the Tirana incinerator

The Supreme Court has not accepted the recourse of the Tirana incinerator concession company for the removal of the seizure.

The Special Prosecutor's Office requested the seizure of the Tirana landfill where the construction of the incinerator for burning non-recyclable waste was planned.

SPAK requested the seizure on July 28, 2023, after finding violations in the granting of the concession and calling Klodian Zoto and Mirel Mërtir the de facto owners of the company, benefiting from 4 million euros from the fictitious invoice.

The SPAK investigation has shown that Klodian Zoto and Mirel Mërtiri are the actual owners of the company "Integrated Energy BV SPV" sh.pk, which on August 31, 2017 won the concession contract "Construction of landfill, incinerator and rehabilitation of existing storage sites, Tirana with investment costs provided for in the concession contract in the amount of 128,248,330 Euros (one hundred and twenty-eight million, two hundred and forty-eight thousand, three hundred and thirty) without VAT.
