Engineer Manjola Fida has been assisting as an independent expert in courts in the field of construction for years.
The current issues where she declared her expertise are related to the effects of the earthquake in Durrës, the financial records as well as the works in the Fier incinerator.
After a month of verifications, FIDA has submitted the relevant conclusions, where it has concluded that public funds were not abused for the construction of the incinerator.
" There is no abuse given that we are in front of the fact that in the work it was planned to be built with a monetary amount of about 32 million euros and the fact is that on the day we did the inspection, the value of the investment was 35 million euros, so we have a transcendence. And these works and the monetary value that is in excess, was taken over and was not recognized by the supervisor and was not invoiced to the state and that the concessionaire company would cover itself", said Fida .
For the invested amount, the engineer takes into account the contract signed between the subcontracting authority and the concessionaire company.
" Construction, from the inspection we made of the object, referred to in the documentation kept for the construction of this work, it results that the actual value is around 35 million euros. We have an increase in the value of the investment from that predicted. This has come about because the construction site has been changed and the technology of the plant has been improved ", explained the engineer.
She emphasizes that this result is based on written evidence, among them the booklets of measures and situations that are drawn up every month and which were then approved by the supervisor for the approval of the facility.
" Referring to the design conditions, it is a necessary condition that an object is followed by the works supervisor. For the drafting of the deed-export, we have referred to all the documentation kept by the supervisor of the works, which in this particular case was the company Ave Consulting, represented by Mr. Arben Dervishi. Part of the supervisor's documentation are the measurement booklets that are drawn up for each item of work, the minutes of disguised works that are accompanied by photographs, because since they are disguised works, when you go to see the work, to do the inspection, you can no longer you look at them. So you refer to the documents that accompany the work , added Fida./ tch
