The former director of the Albanian Agricultural Society in Fier and a beneficiary have been arrested by the police, suspected of illegally acquiring and registering 6 properties with an area of ​​approximately 71.7 hectares in the Levan and Dërmënas areas.

Meanwhile, for the former ASHK cartographer, the measure "Compulsory appearance" has been imposed.

According to the investigation, the beneficiary with the initials EH is suspected of having registered the properties using forged documentation, despite having previously received financial compensation of 53.8 million lek for the same matter. After registration, some of the assets are suspected of being sold, generating significant income.

During the investigation, 715,976 euros were seized from a bank account of this citizen, as well as documents and electronic devices. The prosecution is continuing investigations for forgery of documents, fraud, money laundering and abuse of office.

At the request of the Prosecutor's Office at the First Instance Court of General Jurisdiction in Fier, citizens ES, former Director of the State Cadastre Agency and beneficiary of properties, suspected of being obtained with forged documents EH, were arrested, and a security measure of 'Obligation to appear before the judicial police officer' was issued for citizen ER, former cartographer at the ASHK in Fier.

The investigations into criminal proceedings No. 1715, dated 05.11.2025, for the criminal offenses "Forgery of documents", "Fraud", "Laundering of proceeds of crime or criminal activity" and "Abuse of office", respectively provided for by Articles 186, 143, 287 and 248 of the Criminal Code, were initiated following suspicions of illegal acquisition and registration of real estate in the Levan area, as well as their alienation and circulation of the monetary values ​​obtained.

The suspected criminal act is related to the 2008 decision of the Property Restitution and Compensation Agency, which provided for the recognition of the right to compensation for 100 ha of agricultural land in the area of ​​Levan and Dërmënas. One of the beneficiary heirs, citizen EH, subsequently benefited, by Decision No. 1944, dated 26.11.2018, of the Property Treatment Agency, financial compensation in the amount of 53,800,000 lek.

Despite the financial compensation, the investigation suspects that during 2023, citizen EH followed the procedures for the registration of 6 properties in ZK no. 2436, with a total area of ​​approximately 71.7 ha, referring to Decision no. 246, dated 21.02.2008.

The investigation to this stage has identified the actions of ES, former Director of ASHK Fier, and ER, former cartographer at ASHK Fier, regarding the administrative and cadastral treatment of the documentation used for property registration.

After registration, some of the assets are suspected to have been alienated through sale, generating significant income. The investigation continues to verify these transactions, trace the monetary values, and determine their destination.

During the investigation, 715,976 euros were also seized, deposited in EH Si's bank account, and documents, electronic equipment and other materials were seized, which will be subject to further verification.

The investigation continues to fully document the circumstances of the case, identify other possible persons involved, and individualize criminal responsibility.
