Today, the Chief Inspector of the IKMT, Dallëndyshe Bici, was dismissed from her position after 18 months in that position.
Ms. Bici was reappointed to that position in July 2024, after a short period at the head of the State Cadastre.
VoxNews has learned that Adriatik Kupi, who was a director at OSSH, has been appointed head of the Inspectorate of Territorial Protection. The government's move seems to be a refresh in one of the institutions that mainly controls unauthorized construction. During these months, IKMT inspectors have moved to dozens of cities, for the action of freeing up public spaces.
At the same time, the government is taking several legal initiatives to merge the local and general inspectorates. We are currently in the phase of drafting the legal basis, where Prime Minister Edi Rama himself has declared that these Inspectorates will be reformed, removing links, especially the local ones, which do not do any work on the ground, but only "wait for orders from above."
So far, there is no announcement about where Dallëndyshe Bici will be appointed, who has held important positions during the 12 years of this majority in power. From 2013 to 2014, she worked as the director of the Legal Inspection at INUK, today IKMT. Then, for 9 years, from August 2014 to March 2023, she worked as the chief inspector at IKMT. From March 2023 to July 2024, she headed the State Cadastral Agency, taking over the position of Ervin Hoxha, who was initially appointed Minister of Interior and is currently a member of parliament.
Meanwhile, in place of Dallëndyshe Bici, Adriatik Kupi, one of the majority members, will head IKMT. He was initially the administrator of the Petrelë Administrative Unit in Tirana and later the director of the Distribution System Operator.
