In the Electoral Reform Committee, DP MP Albana Vokshi asked the head of SPAK whether he had found the patronage system, which according to her was set up by the SP to steal votes.
Braho replied that this is not a criminal offense that criminally punishes patronage, let alone falls under the competence of SPAK.
Albana Vokshi: In recent years, it has turned out to be the most negative phenomenon, before the elections, during the election day and after the elections, the phenomenon of patronage. In violation of the constitution, the personal data of every voter has been stolen, misused, abused. The question I have is whether you have conducted any investigation mainly in relation to this phenomenon. Every Albanian citizen is monitored. There are crowds, they are seen in front of every polling station. It is an electoral crime. Have you conducted any investigation into this. Will you investigate the patronage system, will you investigate the AKSHI.
Klodian Braho: In the Criminal Code, there is no criminal offense that criminally punishes patronage, and even more so that it is within the competence of SPAK. SPAK has two criminal offenses, active and passive corruption in elections. If an official has abused his office, if a person has leaked personal data, it is another criminal offense that is not within the competence of SPAK, but of the prosecutors of general jurisdiction.
