A Benz type car with black windows driven by Hamza Lici, with passenger Arlind Bushatin was traveling towards the Shkodër-Koplik national road in the Dobraç neighborhood. The shooting continued without stopping along the 300 meters until the driver lost consciousness and the vehicle crashed into the surrounding wall of an object. Hamza Lici, the youngest son of the powerful Lici family, died in the country. A few hours later, his friend, 32-year-old Arlind Bushati, also died in the hospital.

The attack was merciless, with a clear objective, the physical elimination of the people who were in the Benz car. The driver of the Land Rover and the two shooters didn't even consider the bystanders at the scene. Found in the wrong place and time, the couple Bashkim and Flutura Basha were traveling at that moment on their motorcycle. The loss of control of the Benz car crashed the couple's motorcycle.

Flutura lost his life on the spot, while Bashkimi was wounded in the head. Unfortunately, the latter died a few days later in the hospital. They were victims without any connection to the conflict between the perpetrators and their targets. 

"The perpetrators, unlike what is done in the North, where the objective is well defined in order not to have problems with blood feuds, in this particular case they did not care at all to create a clear objective, but they also created consequences for random people", said ex-prosecutor Eugen Becky.

The timing for the assassination was perfect. The police were concentrated in Dukagjin with anti-drug actions and Shkodra did not have much control. The execution of the criminal plan without taking care to avoid collateral damage has led the investigators to the suspicion of contract killers. In Shkodër, the name of at least two characters mixed with some criminal groups in the past is circulating, but the police still do not have a concrete name.

After the attack that lasted about 70 seconds with Kalashnikov volleys, the assassins left for the village of Golem in Shkodra, where they set fire to the vehicle. The police announced the finding of the car of the assassins and the examination of the Benz driven by Hamza Lici after 5 hours and 19 minutes of the attack.

"I was inside, I don't know anything about what happened. I only heard the noise, but I was inside and I don't know anything", said the resident

"It is rumored that there was an exchange of fire, especially through two weapons found jammed because they did not complete the full firing, but crime in Shkodër is no longer fought by the law enforcement agencies but by the secret agencies, the intelligence services", said Kreshnik Myftari, law professor.
