Municipalities considered small or relatively similar in terms of population but also where the economic activity is lower, find it difficult to collect the arrears created by businesses and households year after year. The High State Control ascertains this point in some of the audits carried out in municipalities such as Përmet, Dropull, Kurbin, Libohova, underlining that not all the necessary steps are followed for the collection of these obligations.

Specifically for the Municipality, the KLSH assesses that the audit shows that the Directorate of Local Taxes and Fees has not taken full measures for the collection of debtors, "as on 31.12.2021 there is an uncollected value of 22.4 million ALL, income missing for the Përmet Municipality budget, created by the non-payment of the category of family and private taxpayers, respectively; - the value of ALL 17.7 million belongs to private entities (small business, large business and state entities) and the value of ALL 4,047,397 belongs to family subscribers and fines in the amount of ALL 665,976".

For another municipality like that of Dropulli, there are also millions of uncollected lek.

"Obligations from family taxes and fees in Dropull Municipality are in the amount of 9.3 million ALL for 1,406 families and from taxes and business fees in the amount of 1.3 million ALL for 19 businesses. At the end of 2021, the state of debtors (not progressive, as before 2021 the value is 0 lek) for physical/legal entities and families is 10.6 million lek, a value that has brought missing income in the budget of the Dropull Municipality. it says in the audit.

In the Municipality of Libohova, the KLSH has determined that the value of debtors for local taxes and fees on 31.12.2021 is 23.3 million ALL, which is missing income for the budget of the Municipality of Libohova.

"From the above value, the value of ALL 1.8 million was created during 2021 from the non-repayment of this year's liabilities, while the value of ALL 21.4 million belongs to the liabilities inherited before 2021," the report states.

Another municipality is that of Kurbini, although compared to the previous ones, it is somewhat more financially consolidated, given that the economic activity is intense. The auditors note that unpaid obligations from taxpayers for the period 2011-2021 are presented in the amount of 332 million ALL in progressive, where only for the year 2021 the amount of debtors is 103.6 million ALL, these significant values, which constitute missing income for the Kurbin Municipality .

For all cases, the reports underline that the municipalities have not exhausted all the measures to collect these obligations, meaning coercive ones./Monitor
