DENUNCIATION: "Ilir Meta's quarry" in Skrapar massacres Mount
Quarry on Mount Tomori

The show Fiks Fare documented the barbaric exploitation of Mount Tomori with visuals. Some firms operate in the Skrapar area, as they have been receiving marble for many years.

Meanwhile, despite the fact that in the local government papers the area turns out to be forest and pasture, physically the entire area has been destroyed.

Fiks Fare traveled to the village of Melova, in Skrapar, to the marble quarries. The first permits for the use of marble began after the 2000s, where over 10 permits have been issued to date. Most of them are located on the eastern side of Mount Tomori.

Meanwhile, Mount Tomori itself was declared a National Park in 2012. The territory of the quarries, within the Holy Mountain, near the village of Melova and in Qafa e Dëvria, were left out of the park. According to the Protected Areas, Mount Tomori is a special and impressive mountain. It is not only the most special mountain in Albania, but it has also been described as the most enigmatic, as a result of many oral traditions that exist about it.

However, the picture on the ground is quite the opposite of what the institutions write. The mountain has been barbarically exploited for more than 20 years. On hundreds of hectares large marble quarry quarries have been made. Fiksi filmed the largest marble quarry in the area. Heavy tonnage trucks transported the marble scraps. These remains were dumped on a mountain slope, on the side of the Tomorrica Valley.

Meanwhile, on the southernmost side of Mount Tomori, there are other quarries. They work with the same method; exploitation and massacre of the entire area. Stones are thrown out of place, in wooded parts. Fiksi filmed several heavy tonnage vehicles throwing waste again into a ravine, while the entire road to some villages of Skrapar is filled with stones.

In the editorial office of the show Fiks Fare, several families complain, among others Mr. Bardhyl Kalemi, who says that he is one of the few owners of an area of 740 hectares located in the village of Melova, Skrapar. According to him, the families were recognized as owners in 2015 by a decision of the Court of Berat, which was not appealed. After this decision, the property was registered with the State Cadastre Agency.

Meanwhile, only after registration, the Property Treatment Agency files a criminal report to the families and employees of the Cadastre for forgery and abuse of office. In the year

2018, with an interim decision and securing a lawsuit, the Berat Prosecutor's Office decided preventive
seizure. The criminal case went to the Court of Berat, which decided to acquit
all the accused. In fact, in point 2 of the decision, it orders the Cadastre to
remove the preventive seizure.

But, what is happening in the field with the property?!

According to Mr. Bardhyl Kalemi, the property continues to be used by the firm "Stone Works" and with
a Greek citizen as administrator. The owner with the papers turns out to be a Greek firm "Pavlidis S.A.
Marble – Granite".

Meanwhile, Mr. Kalemi says that the Albanian administrators of the firm were citizens Muharrem Berisha and Nexhip Xhaja. "I have learned that the quarry belongs to Ilir Meta. Everyone in Skrapar knows that it is his. He initially appointed Mr. Muharrem Berisha, who was a weightlifting coach, as administrator. There they met and he sent her to the quarry" says Bardhyl Kalemi. According to him, the 3 families have been fighting with these names for 20 years, but so far they have not managed to get them.

"The firm tells us that it has a contract with the Municipality of Skrapar. We ask the municipality and they answer us that we do not have a contract, that the property is ours" adds Bardhyli.

After this answer, the fic went to the Forest Directorate of the Municipality of Skrapar, where the director says that he does not have it as a fund at all. According to him, the property belongs to the family members and they must decide afterwards, as they have ownership certificates.

The investigative show group was also interested in the Municipality of Skrapar, where journalists meet the lawyer and the mayor Adriatik Mema. The lawyer says that the municipality has not made a contract with the firm and that it is unclear how it works. According to her, the permits are granted by the relevant ministries, while the local government already removes the area from the Forest and Pasture Fund. According to her, the area and territory of the quarries has not yet been removed from the forest and
pasture fund!

In conversation with the lawyer, the Mayor of the Municipality, Mr. Mema, who is dubious whether the firm should operate in that area or not. According to him, a decision was made to remove it from the forest fund by the Municipal Council and then pass it on to the ministry and then to the government or remove it by law. "Something like this has not happened. By law, they should not operate," adds the mother. Fiksi asks her that the area has owners, while the lawyer says that the permit was granted in April
2015, while the certificate of the families was issued in June 2015.

Fiksi also went to the construction site of the company "Stone Works" in Melova, but the employees said that they "do not have a boss and no manager". Journalists learned in the municipality that one in charge is Mr. Nexhip Xhaja, calling him to interview him, but he was in Tirana and could not meet the Fiks Fare group.
