Another official document of 143 pages, bearing the signature of two well-known and licensed experts Irma Sula and Manjola Fida, once again demolishes the speculations, lies and half-truths about the construction of the Fier incinerator. The technical-economic assessment report confirms that the Fier incinerator was built in full compliance with the contract signed between the concessionary company Integrated Technology Waste Treatment Fier (ITWTF) and the Ministry of Environment.
According to this report, the actual value of the works for the ice generator of Fier is 35,594,969 Euros, while the value according to the contract is 32,831,441 Euros. So until now, about 2.7 million euros have been spent on actual works, more than the value of the contract. These figures refute any claims of the prosecution and political segments for the misuse of public funds allocated for the construction of the Fier incinerator.
Regarding the current value of the plant, according to experts, it is only about civil works and incineration technology, which alone have currently cost 2.7 million euros more, while the other contractual expenses that have been the Fier concessionaire, such as project design (engineering-electrical-hydraulic), environmental report design, feasibility study design, etc., expenses which in the concession contract are foreseen to be covered by the company itself.
One of the main factors for the increase in costs have been the protests developed by the opposition after they forced the municipality to change the coordinates of the location of the plant, where according to the engineers the new area where the plant was finally built was a swampy area and the addition of about 450 concrete piles was needed to reinforce the structure of the plant.
"The change in the location of the construction of the building from the first square to the second square has been associated with the problem of a very weak foundation according to the geological study. For this reason, the designer "ICARIA srl" has changed the types of foundation and has concluded in the current solution of the structures for the functionality of the plant. In order to ensure the stability of the buildings, it has been switched to separate foundations (the first project), to combined foundations (plates or beams accompanied by piles)", says page 131 of the evaluation report.
Meanwhile, this expense, although realized, has not been recognized by the Albanian government since the contract does not provide for additional payments. This attitude was also held by the administrator appointed by the state, Mr. Faraudin Arapi in public statements and in the report sent to the Special Prosecutor's Office.
