BKH arrests without State Police, Braho: We must have our independence in

During the report to the Laws Committee, SPAK Head Klodian Braho was also asked by MPs about the relationship between SPAK and the State Police. Specifically, SP MP Erjo Mile asked Braho about BKH operations in the field to arrest wanted persons without the assistance of the State Police, as in the case of Adi Çoba in Durrës.

Braho said that the State Police is an irreplaceable partner, but expressed reservations about which institution should do more. Braho said that SPAK and BKH should not depend on other institutions, but should have procedural and operational independence so that for a given issue, the structure is able to carry out the entire cycle of investigative actions.

Erjo Mile: Reported by the media, an increase in BKH actions without the presence of the Police is observed? If these actions are true, and to what extent are they, for what reasons do they come? We are dealing with a loss of trust of these structures in the State Police. Or are there other reasons. What is your relationship with the State Police?

Klodian Braho: Police referrals have increased, during this year we have had referrals from the State Police. We have the greatest appreciation for the State Police, for all those people who work. As in any institution, not everyone is the same, someone may have problems with the law or we suspect them. The State Police is our irreplaceable partner, we do not replace it, our success is linked to the Police. We expect more from the State Police and we think that there is room for more, the actions that the BKH can carry out, even for arrests of persons, are procedural actions that the law allows the BKH. Obstacles may come due to the lack of a dedicated operational and tactical infrastructure. Despite the cooperation with other institutions, SPAK must have operational independence. It should not depend on other institutions. We cannot replace the State Police, but we are convinced that we must have our own procedural and operational independence so that for a given issue, the structure is capable of carrying out the entire cycle of investigative actions. It is a practice that we have also seen in homologous institutions in other countries with which we cooperate.
