Other intercepts have been published from the investigative file in charge of suspended Deputy Prime Minister Belinda Balluku, for the "Tirana Outer Ring Road" project.

According to the investigation, on October 1, 2021, Belinda Balluku and the former director of the ARA, Evis Berberi, exchanged continuous messages regarding the "Big Ring" of Tirana, where Balluku asks Berberi "to be ready for the announcement", while the conversation continues on the publication and coordination of actions for the procedure in question.

At one point, Balluku writes: "No change... I just want to do the song, but I'm in Kukës."

Later, during the same day, communication continues regarding the deadlines for actions and the postponement of announcements until Wednesday.

Meanwhile, on October 5, 2021, Berberi informs Balluku that an investigative show has requested official information about the procurement procedure for Lot 1 "Eagle", asking about the announcement of the winner and possible complaints.

Balluku replies: "If you're broke, do your job and enforce the law... Publish it all tomorrow at dinner."

According to the investigation, the next day, on October 6, 2021, at 8:03 p.m., the evaluation of the offers of economic operators by the Bid Evaluation Commission for the procedure "Construction of the Tirana Outer Ring Road, Lot 4" was completed in the electronic procurement system.

On 05.10.2021, at 12:50, citizen Evis Berberi sends citizen Belinda Balluku the message "Stop has come and is requesting information about the Lot 1 (Eagle) procurement procedure. We told them to make a written request to receive a response, and they did, they want to know if the winner has been announced, have there been complaints, if not, why not? They also make a column outside and leave."

At 12:50-12:51, Belinda Balluku: "You're a piece of shit. Do your job and enforce the law. When the deadline for your response comes, you'll be done with the procedures. Publish everything tomorrow at dinner."

At 12:51. Evis Berberi: "Ok".

In relation to the above communication, the investigation results that, the next day, on 06.10.2021, at 20:03, the evaluation of the offers of economic operators by the Bid Evaluation Commission was completed in the electronic procurement system, for the procurement procedure with the object "Construction of the Tirana Outer Ring Road. Lot 4".
