Valon Lluka, the former administrator of the Vlora International Airport concession company, has reacted for the first time regarding the issue of shares in this airport, as he has published private messages with businessman Behgjet Pacolli.
In a Facebook post, Lluka writes that, after the public accusations against him, he has decided to speak with facts, by publishing several documents related to the transfer of ownership of a portion of the shares from Pacolli to Ademi. In the published documents, he claims to have received confirmation from Pacolli for the transfer of the shares.
Lluka has also published emails from the administration of the Mabco company in Switzerland, which, according to him, dictated every step of the sale of shares from Pacolli to his partner, Ademi.
"It is important to understand a very simple fact: a share purchase contract cannot be signed without a decision of the shareholders and without formal authorization given by the company itself. These are not procedures that can be carried out on a personal initiative basis or without the knowledge of the responsible parties," he emphasizes in his post.
While responding to Pacolli's accusations of "treason", the former administrator writes that he has communicated with officials and family members of the businessman, who, according to him, were well-informed about these movements.
He further emphasizes that the publication of these messages and emails is related to transparency and aims to show his version of the truth.

Public letter for the truth about the Vlora International Airport share process
For many months I have chosen to remain silent.
I have heard accusations, statements, interviews and personal attacks. I have remained silent because I believed that the truth is protected in institutions and documents, not in public noise. I have also remained silent out of respect for a long-standing professional relationship with Behgjet Pacolli, not wanting a story that began with trust to end in public debate.
This letter relates to the public allegations and accusations made in recent months regarding the process of buying and selling shares in the Vlora International Airport (VIA) project, where my name was directly mentioned.
I have also remained silent because I have waited for the justice systems, the prosecution, and the responsible institutions to react.
But when documents bearing the signatures of Behgjet Pacolli and Emin Pacolli are denied, when signed decisions and authorizations issued by them are denied, and when accusations are leveled against people who have only implemented the mandates and authorizations received, silence is no longer responsibility.
That's why I'm talking.
With documents. Not with emotions.
In May 2022, Mabco Construction SA officially approved the sale of VIA shares and authorized me to carry out the process. The decision and authorization were signed, notarized and apostilled in Switzerland.
In July 2023, another decision was made for 47% of the shares of Vlora International Airport. On the same day, a special power of attorney was issued authorizing me to sign the documents and perform the necessary legal registrations.
It is important to understand a very simple fact: a share purchase agreement cannot be signed without a decision of the shareholders and without formal authorization given by the company itself. These are not procedures that can be carried out on a personal initiative basis or without the knowledge of the responsible parties.
The decisions and authorizations, as can be seen from the attached emails, have been forwarded to me since 2022 directly from the Mabco administration itself in Lugano, through the company's official communications.
Beyond the official documents, there was also direct communication regarding the implementation of the process and the relevant agreements. In specific cases, I requested direct confirmation of the steps that needed to be taken and acted only after the confirmations were received.
These processes have not developed individually or secretly.
The documents have been prepared, forwarded and followed over the years through the administration, lawyers, staff involved in official communications, emails and institutional procedures of the company.
And here a very simple question arises:
If it is truly claimed that all of this was my personal "scheme", then is the public being asked to believe that the administration, lawyers, senior management, closest associates and even close family members of Mr. Pacolli himself from the head office, who have been involved over the years in communications, emails, documentation, notarizations, would have been part of the same thing without knowing it?
Or is the truth much simpler:
That the process was developed on the basis of decisions, authorizations and official company documents.
I have not signed any document without authorization.
I have never acted outside the mandate given.
I only did what the documents authorized me to do.
This is the truth.
And the truth does not change according to the next interview or the interest of the moment.
It remains written in documents.
For more than 18 years, I have served with dedication, responsibility and loyalty in the projects and companies I have been involved in. I have never acted against the company's interest.
For full transparency and respect for public opinion, I am publishing only a portion of several official documents and communications, among many others that exist, which clearly demonstrate the institutional nature of the process, the relevant authorizations, and the regular coordination of the actions taken.
Because in the end, the truth is not protected by noise, but by documents.
