The Minister of the Interior, Taulant Balla, requests that the nitrogen balloon be added to the list of psychotropic substances. For this reason, a request has been addressed to the Parliamentary Committee on Social Affairs. According to the request, the latest data from the State Police evidenced the growing phenomenon of the use of this substance in the form of nitrogen gas.

Based on the warning of medical experts about the health problems created by the use of this psychotropic substance, the State Police has undertaken an operation where in many cases it has seized cylinders filled with this type of gas to avoid the increasing use and sale of their unauthorized for profit purposes.

The Ministry seeks to provide an appropriate legal basis and criminal prosecution for this growing phenomenon.

Announcement of the Ministry of Interior:

"Based on the fact that the draft law "On some additions and changes to the law no. 7975, dated 26.7.1995, "On narcotic drugs and psychotropic substances", as amended, is in the process of consideration in the Assembly of Albania and in the Commission that you lead, allow me to submit the following.

Based on the latest reports and data from the operations of the State Police, there is concern regarding the use by young people of substances in the form of gas, of the N20 type (nitrogen, nitrogen dioxide), which, according to medical experts, bring health problems, including neurological ones.

In many cases, the State Police has seized suspected canisters filled with this type of gas, in order to avoid their unauthorized use for profit purposes.

Given that these substances are not currently classified as prohibited narcotics or psychotropic substances, according to the legislation in force, there is an urgent need for their inclusion in the relevant list attached to law no. 7975 dated 26.7.1995 "On narcotic drugs and psychotropic substances", amended.

In addition to N20 gas, we ask this Commission to consider the inclusion in the list of prohibited narcotics or psychotropic substances as well as all new narcotic substances, identified and proposed, at different times by the Institute of Scientific Police, which may to make available at your request.

As above, the Ministry of the Interior, also in the role of the leading institution for the negotiations for Chapter 24, assesses that your support of this proposal is also in line with the recommendations made within the framework of the 13th Meeting of the Subcommittee of the European Union -Albania "Justice, freedom and security" and specifically:

"Albania should amend the law on narcotic drugs and psychotropic substances to update the list of prohibited psychotropic substances, in order to provide an appropriate legal framework for criminal investigations and prosecutions".
