A wide wave of controls has included the prison system in Albania, where, in addition to checks for prohibited items such as phones, knives, drugs and other materials, the focus has also been on launching inspection-audits on the work of the administration of the Prison Directorates in several regions.

Journalist Elton Qyno has learned that, in parallel with the physical checks of cells and external environments, the Director General of Prisons has ordered the launch of inspections in several prisons in Albania, with the aim of checking the work of officials and directors who have served during this time.

From the first days, when the inspectors of the Prison Directorate appeared, serious problems were encountered, mainly in the records of the serving of sentences of convicted persons, compliance with regulations, and even disciplinary measures.

But the most serious actions seem to have been observed in the Rrogozhina prison, where Bilal Hasa was the director of this institution.

Hasa was immediately dismissed from his post after the scandal that engulfed his family, after the Peqin police discovered a real farm where hashish was cultivated in his brother's apartment.

The unusual situation in Rrogozhina prison is suspected to have been created precisely by former director Bilal Hasa. Several people serving sentences in Rrogozhina prison were granted a fictitious "amnesty" by the prison administration and, as a result, they were released.

The amnesty is suspected to have been forged and was entered into the prisoner's sentence file, subsequently resulting in a reduction in the sentence and, consequently, a quicker release from prison.

The inspection has revealed that there are some prisoners who have gained freedom thanks to amnesties granted by the director of the institution himself. Given this situation, over 8 cases verified by the General Directorate of Prisons have been found that have had fictitious amnesties.

Up to this stage, where the inspection is at, no accountability measures have been taken for prison leaders who have abused their duty, whether disciplinary measures or criminal reports to the prosecutor's office.

But this serious problem seems to be one of the most difficult challenges for the Director General of Prisons, as fictitious amnesties are repeated cases./  Syri / Elton Qyno/
