Arrest of the Road Chief/ SPAK seizes video footage at the Security Block,
Roven Zeka

SPAK has seized the footage at the Security Block where the head of the Road, Roven Zeka , is behind bars .

There are suspicions that police officials have contacted Roven Zeka.

The Chief of Road Traffic was placed in handcuffs on April 19 by order of SPAK.

The Special Prosecutor's Office also issued arrest warrants for the head of the Accidents sector, Sokol Novaku, as well as for the Judicial Police Officer, Edison Tabaku.

A corruption charge has been filed against them, which is actually related to a serious incident, where the consequences of an accident where five people ended up in the hospital after two vehicles collided, an event that occurred a few weeks ago, were covered up.

Referring to data made public by the Special Prosecution Office regarding the operation carried out by officers of the National Bureau of Investigation, it was learned that three Tirana Traffic Police officers allegedly took bribes to close the case on the road, while no institution has revealed what happened to the 5 citizens injured in that collision between two vehicles on April 16.

During the hearing at the Special Court on April 22, it was learned that Roven Zeka stated that he is a career officer in the ranks of the State Police, while officer Sokol Novaku's arguments for a more lenient security measure due to family circumstances were not accepted.

The two Road Chiefs have stated that they have followed standard procedure by referring the materials to the prosecutor's office regarding the driver of the accident. They have denied any knowledge or involvement in the actions and inactions of Officer Edison Tabaku.

The detention order issued by prosecutor Elida Kaçkini noted that the 3 police officers were transferred to Tirana from the structures of the Elbasan Local Police Directorate where they previously served.

The three officers are accused of demanding and receiving a payment of 2 thousand euros from businessman EV, in order not to arrest his wife who had caused an accident on April 16. The arrests were made on April 19, immediately after the case was discovered, as the Prosecution uncovered the conversations and the corrupt affair through wiretaps.

According to the investigation file, it is known that Edison Tabaku knew the husband of the woman who caused the accident. SPAK claims that there is evidence that Edison Tabaku met with EV twice, with the aim of receiving a sum of money to share with the two superiors.

SPAK specified that there are facts and interceptions that enable communications with concrete amounts regarding the closure of the case of the accident caused by citizen AV, where it was said that 5 people were injured.

Following the arrest on suspicion of corruption, a new report has been filed at the Special Prosecution Office against Roven Zeka, former head of traffic in Tirana, and Edison Tabaku, former judicial police officer, accusing them of abuse of office and participation in a criminal group.

Enver Sinakoli, brother-in-law of Ardian Çapja, the latter sentenced to life imprisonment, claims that Zeka, together with Ulian Shpataraku and the deputy district prosecutor, have manipulated evidence against his son, on at least two occasions.

His son was traveling with his daughter-in-law in the vehicle, and in another vehicle his friend Marlen Goxhaj was traveling with his pregnant daughter-in-law, followed by Usama Gashi, who filed an alleged false report against Enver Sinakoli.

The complainant claimed that a gun was fired from the vehicle, but at the scene of the crime, from the first inspection conducted at the time of the complaint, no shell casings were found by the first judicial officer, where Roven Zeka himself was present during the inspection.

But the second officer, Edison Tabaku, 14 hours after the incident, without a prosecutor's order, compiled a report stating that shell casings had been found at the scene, moving and changing the location of the incident.

Enver Sinakoli is the father of Ardit Sinakoli, one of the victims of the February 3, 2016 massacre, with 3 people killed and several injured, an event which still remains unsolved today.

He says he did not file a complaint earlier because he does not trust the institutions, but today, since SPAK is investigating Zeka and his subordinates, he decided to submit the evidence. Sinakoli claims that Zeka and his confidant, Ulian Shpataraku, went out into the field in Elbasan in luxury cars without distinctive signs and carried out illegal actions, without a prosecutor's order.

In the complaint, Sinakoli claims that the first manipulated event is that of July 15, 2023, where his son was traveling in a vehicle driven by Marlen Goxhaj.

The complainant claimed that a gun was fired from the vehicle, but no shell casings were found at the scene by the first judicial officer.

But the second officer, Edison Tabaku, without the prosecutor's permission, compiled a report stating that shell casings had been found at the scene.

The second episode is related to the event of 19.09.2023 where Marlen Goxhaj was traveling in his vehicle, when the police claim to have signaled him to stop, but he refused.

Meanwhile, Goxhaj claims that as he was about to leave the parking lot, a white BMW X5 with black windows and a white Range Rover with black windows appeared in the background at the top of the road, blocking his exit.

Scared and seeing two luxury vehicles with tinted windows, Marlen Goxhaj ran backwards in order to avoid the two vehicles that blocked his path. The two luxury vehicles came from behind and followed him at a distance.

He claims that the luxury vehicles have no distinctive markings and that no person or police officer or individual in police uniform got out of the cars, which would have made it possible for him to recognize that they were police.

For these two episodes, Sinakoli demands the investigation of Zeka and Edison Tabaku as well as other officials of the Elbasan prosecution and police.
