Xhevdet Plaku, Dedan Gjoni, Rexhep Rapi, Algert Rapi and Davey Gjermeni

The Special Prosecutor's Office,  SPAK, reveals that the plan to kill the considered capo of the drug group, Xhevdet Plaku, or as he was otherwise known by the nickname Akili, was planned to be carried out on September 17, 2019 in Durrës.

According to SPAK, Dedan Gjoni, Rexhep Rapi, Algert Rapi and Davey Gjermeni provided the conditions and material means to commit a murder

On December 16, SPAK asked the court to assign the personal security measure "arrest in prison" to Dedan Gjoni, Rexhep Rapi and Dejvi Gjermeni, who at that time were police officers in the Durrës police.

Four days later, on December 20, the GJKKO ordered the security measure of arrest and imprisonment for them for the charge of " Providing the conditions and material means to commit murder", to the detriment of the citizen Xhevdet Plaku committed in the special cooperation of the structured criminal group. , "Structured criminal group" and "Commitment of criminal offenses by structured criminal group and criminal organization", provided by articles 80, 28/4, 333/a and 334 of the Criminal Code.

On December 22, the General Directorate of the State Police executed personal security measures "arrest in prison" for the investigators Rexhep Rapi, Algert Rapi and Davi Gjermeni.

Davey Germeni was arrested on December 22, 2023 in Limburg, the Netherlands as a result of cooperation with the authorities of the Kingdom of the Netherlands and Interpol.

SPAK announcement 

The Special Prosecutor's Office against Corruption and Organized Crime in cooperation with the National Bureau of Investigation has conducted investigations within the framework of criminal proceedings no. 19/2022, which was registered on the basis of information forwarded by the justice authorities of the Kingdom of the Netherlands.

From the actions carried out up to this stage of the investigation, it has emerged that the citizens of RR, D.GJ., AR in cooperation with the citizen DD (police employee) have consumed the criminal fact of providing the conditions and material means to commit a murder, in damage to the citizen Xh. P., event planned to take place on 17.09.2019, in Durrës.

On 16.12.2023, the Special Prosecutor's Office requested the Special Court of First Instance for Corruption and Organized Crime to assign personal security measures "arrest in prison" to citizens under investigation RR, D.GJ., DD ( police officer at that time in DVP Durrës) and AR

The Special Court of First Instance for Corruption and Organized Crime with decision no. 138 dated 20.12.2023 has decided:

The assignment of personal security measures of coercive character "prison arrest", provided by article 238 of the Criminal Code, to the investigated RR, D.GJ, DD and AR, as suspects for committing the criminal offenses of "Security of conditions and material means to commit murder", to the detriment of the citizen Xh.P., carried out in the special cooperation of the structured criminal group, "Structured criminal group" and "Perpetration of criminal offenses by the structured criminal group and criminal organization", provided by articles 80, 28/4, 333/a and 334 of the Criminal Code.

On 22.12.2023, the General Directorate of the State Police executed personal security measures "arrest in prison", for the investigators RR, AR, and D.GJ. Also on 22.12.2023 the citizen under investigation D.GJ was arrested in Limburg, the Netherlands. The arrest of D.GJ. was made as a result of cooperation with the authorities of the Kingdom of the Netherlands and Interpol.

We thank the State Police for the professionalism shown and the close cooperation during the execution phase of the court decision.
