"The Ministry of Environment is defined as the authority to grant the concessionaire status. One of the line ministers of that time is currently in custody since December last year. It is about Lefter Koka. But, the way SPAK moves very slowly to bring justice and to find out who these big actors of law violations are, puts SPAK itself into question.
First we said, is it a secret that SPAK does not give a definitive position and say: The house was searched on March 8. The agents of the National Bureau of Investigation check the house of Arben Ahmetaj's roommate, which is suspected to be an asset bought through money laundering.
According to the law, says Hoxha, Arben Ahmetaj should have declared his assets and those of persons related to him, such as his ex-wife and cohabitant. The journalist reports that during the search that took place on March 8 at her partner's house, several pieces of evidence were seized, including her cell phone.
"It is an obligation for every high official, Ahmetaj had to declare the assets of persons related to him, in the specific case of his cohabitant or ex-wife. Such a thing has not happened. SPAK has carried out the checks. The lawyers have made the facts public, opposing and not dealing at all with the strategy of the two lawyers. Because the law says that the moment the apartment is checked, the moment the judge signed the apartment to be checked and they even did a personal check on the roommate, you have nothing to deny in court. But defense attorneys have their own strategy to challenge the evidence that has been generated, including the roommate's seized phone.
All these facts, now made public not only by lawyers, but also by other derivatives, make SPAK vulnerable to its thesis that it is an investigative secret.
Since January and until now, the issue of incinerators has been the headline in the Special Court, divided into two fascicles. For one case it has been decided to send it for trial, for the case of Fier it has not been decided yet. But the way SPAK is going and the way it seems to be measuring the audience, whether or not it will demand the arrest of Ahmetaj, I find it unsafe when it comes to such a big issue".
Former Finance Minister Arben Ahmetaj is officially under investigation by SPAK for 4 charges. The special prosecutor's office is investigating Ahmetaj for criminal offenses that belong to two criminal proceedings, which have been merged into one.
Regarding the issue of the concession for the Elbasan incinerator, Ahmetaj is accused of abuse of office. While for another report about his wealth, he is being investigated for "money laundering", "corruption" and "concealment of wealth".
The investigations for Ahmetaj started on September 19 of last year, but the complaint filed in court by his defenders about the checks carried out in his and his roommate's apartments on March 8 resulted in the merging of 2 proceedings and his investigation for 4 criminal offenses .
