The government has approved a few days ago several recommendations for justice, where attention is paid to the stock of files in the courts. The recommendations were given by the Minister of Justice, Ulsi Manja, who pointed out that the summary trial and plea agreements, which according to him are rarely applied by prosecutors, should be considered as two solutions that are hoped to reduce the stock of files, which currently stands at around 140 thousand.

At the same time, both local prosecutors and SPAK are requested not to unreasonably prolong the investigations.

In the Court of Appeals alone, the backlog has reached 40,000 pending cases, and direct trial is estimated to have an impact on reducing the backlog.

With the request to avoid arbitrary and unjustified detentions, the government asks the prosecution offices to proceed with requests of this nature based on sufficient evidence.

While any such measure must be supervised by the courts. The 2025 recommendations focus on drawing attention from the government to respect rights and a tolerant justice system that applies not only prison but also other alternative punishments such as community service or probation.

However, it currently turns out that there are more detainees still awaiting justice than convicted prisoners. Specifically, prisons tell Top Channel that 2,700 detainees and 1,600 convicted prisoners are held in cells.

From the statistical data referred to by SPAK itself, it is mentioned that for 2024, 483 files were opened for corruption cases by special prosecutors, or a percentage compared to the others of 70 percent of the volume.

Meanwhile, for the same crime, which is dominated by abuse of office, local prosecutors registered 2,030 files, Top Channel reports.
