Dritan Agolli has become one of the people who circulates the most money in Albania, and in terms of the value of the tenders he carries out week after week, he would even surpass the "sheikhs". Recently, the Albanian Development Fund has not only opened its purse strings, but has opened the budget coffers, tendering tens of millions of euros for road repairs, so much so that Vox News reported a few weeks ago that with just one hand he has tendered a full 71 million euros, "to fill potholes in the roads and for some facades".
In recent days, it has begun to distribute these funds from this gigantic "pie", while acting cunningly, introducing the scoring of firms into play and not who offers more or less. A scheme that resembles more "oral interviews" than a real evaluation, aiming for all the allocated funds to go to the preferred firms.
But, in parallel with these zero-sum tenders, which always go to unknown destinations, the same institution has opened an unusual tender in terms of value, since all state institutions for such procedures have a value of 1/10 or 1/100 of the amount that Tan Agolli himself is spending.
According to documents researched by Vox News, the Albanian Development Fund has opened another procedure, again with zero sum, not to build roads or make facades, but to purchase some information technology equipment.
Agolli is used to spending a lot of money on tenders, so much so that he may have added a zero even for computers. The documents state that the object of the procurement procedure is “purchase of equipment and technology and information systems for the needs of the ADF”.
The tender fund limit is 85 million lek, or about 1 million euros. A considerable amount, given that digital cameras, computer keyboards, universal serial bus interfaces, monitors, laser printers and desktop computers are required to be purchased. Does Agolli have that much money to spend this huge amount just on these devices? Not even televisions spend that much lek on equipment, let alone this fund, which seems to have opened its spending bag. Now the question is not how much will the next tender from Agolli be, but who will stop this "sheik"?!
