Albania has not managed to benefit from the funds foreseen by the European Union's Growth Plan on time, due to delays in fulfilling the reforms required by the European Commission.
Of the total funding of 922 million euros, only 76.2 million euros had been disbursed in the form of budget support by the end of 2025, while no funds had been allocated for the component of 228.5 million euros, intended for project financing.
According to the Supreme State Audit Office (SSA), in the audit of the implementation of the 2025 budget, delays in obtaining funding were caused both by the failure to implement reforms and by the failure to finalize the necessary agreements for the administration of investment funds.
The loan component for financing projects through the Western Balkans Investment Framework (WBIF) has a value of EUR 228.47 million. Although the funds were foreseen under the Growth Plan, no disbursements had been made by the end of the audited period.
According to the SAI, the main obstacle is the failure to finalize contribution agreements with the European Investment Bank (EIB) and the European Bank for Reconstruction and Development (EBRD), institutions responsible for managing these funds.
Unlike budget support, which is transferred to the state budget after meeting the relevant conditions, project financing is implemented through investment mechanisms and agreements with international financial institutions. As long as these agreements are not finalized, the funds remain undisbursed, delaying the financing of investments that are expected to be supported by the Growth Plan.
Meanwhile, the challenges in implementing reforms include several key areas of the economy and institutions, from the governance of state-owned enterprises and the business climate, to energy, cybersecurity, the judicial system, and the transparency of public finances.
The European Union's Growth Plan for Albania foresees a total financing of 922.09 million euros, including loans and grants for projects. The loan component amounts to 657.46 million euros, according to the agreement ratified by the Parliament in March 2025.
The benefit of financial support is conditional on the implementation of 95 qualitative and quantitative measures of the Reform Agenda, the fulfillment of which is assessed by the European Commission, emphasizes the SAI./Monitor.al
