The State Election Commissioner, Ilirjan Celibashi, in a press conference about the May 11 election process, focused on voting from abroad.

He said that it is necessary to review the rules related to the way diaspora votes and how they will be counted.

"Regarding voting from abroad, there is a need, based on the first experience of its development, to review the rules related to the method of voting. They will continue to be given the opportunity to vote by mail, via the internet through special centers that may be established, but this will need to be discussed. At the same time, we will need to discuss how and where the vote of voters from abroad will be counted. I believe there will be no going back. I have heard some who say that this process does not need to be developed. Personally, I am against it, but we will need to consider the rules related to the method of voting and the method of calculating their vote," said Celibashi.

Bipartisan commissions a failure, their organization should be reviewed

The State Election Commissioner said that a complete and genuine electoral reform will be needed. He called on political parties to reconsider the organization of second and third level commissions. Also, according to him, the rules related to the financing of parties should be considered as there is a need for clarity and completeness.

"I estimate that within the framework of a real, complete and genuine reform, Albanian political parties, whether the majority party or the opposition party, will have to reconsider the following issues within the framework of electoral reform. The first point is what has to do with the organization of the second and third level commissions. The only party composition of these commissions has already clearly shown that it is a failure, let's say, in terms of professional administration and integrity of the process. The rules related to the financing of political parties and electoral entities must be radically considered. There is a need for clarity and completeness for these rules regarding financial reporting, strengthening the powers of the CEC for the review and verification of financial reports," said Celibashi.

Complaints, no more in College

Regarding complaints, Celibashi said that the time has passed for them to be made by the Electoral College.

"In the judicial instance, the Electoral College should no longer be the body that reviews electoral complaints; it could be the ordinary administrative court, or the First Instance, or the Appeals Court, or the Supreme Court. I do not see the benefit of the Electoral College having the judicial competence to review the complaint. It may have been a very good choice in its beginnings, but I think not today ," said Celibashi.

“The May 11 elections at the level of an EU candidate country”

When asked what grade he gave the elections, Celibashi said that he was waiting for the report of the OSCE-ODIHR mission. However, he added that in his opinion, the elections were similar to those held by an EU member state.

"I have said that for me the elections will have and only have the assessment that the OSCE-ODIHR mission will make. Their final report has not been released, I believe it will be in a matter of days and I believe that I will accept whatever grade they will give. Beyond that, I think that this electoral process, even though the opposition has said that it does not recognize them and this is a problem that makes you think that there is no possibility that the opposition will take such a stance, but I think that these elections are elections that a candidate country for the EU makes. So I cannot say which member country, when we become a member country I will say how the elections are held", said Celibashi.

"Decide as soon as possible to expand electronic voting!"

Celibashi called on politics to decide as soon as possible whether to expand electronic voting in the upcoming elections or not, because if it is decided yes, this is a process that, according to him, will take time.

"The rules related to the voting method must be considered, we will ultimately have to decide whether we will expand electronic voting or not, or whether we will use other technologies related to the voting method in polling stations, and Albanian politics will need to decide quickly on this issue. If it is agreed to expand electronic voting, this decision must be made as soon as possible, since the time needed to prepare this process cannot be 1-2-3-4 months."

"Personally, I am of the opinion that there is room for some electoral units with a large number of voters to apply electronic voting in a technical aspect, which satisfies all parties. In any case, they should keep in mind the costs associated with this process," said Celibashi.

The Chief Commissioner further said that counting is also another issue that will need to be reconsidered.
