Socialists have ready the draft for changing the electoral code, especially the two proposals made today for the vote of immigrants and the depoliticization of electoral commissions.
The document drafted by the two experts of the Socialist Party, Eridian Salianji and Viktor Gumi, was presented at the Electoral Reform experts' table, with the mediation of ODIHR.
The socialists proposed the constitutional obligation to vote from abroad by mail. The vote of the diaspora will be calculated and tabulated in the results table of the most recent district where the voter had his residence in Albania.
Top Channel has revealed that the counting of votes of Albanian citizens residing abroad is intended, according to the left, to be done in the CEC and begins at the moment when the counting of votes begins in the first CEC for the respective district.
It is learned that the SP has proposed that the Electoral Code stipulate that any public activity during the 30-day election campaign, regardless of whether it was planned or not with funds from the state budget, constitutes a prohibited activity.
Regarding the depoliticization of election commissions, the leftists are of the opinion that they should be from the ranks of the public administration who have the status of civil servants, education workers, lawyers' chamber, notary's chamber, as well as any other citizen who meets the educational criteria and cleanliness, who undergo mandatory training in advance, being certified by the CEC.
Among the proposals presented by the two socialist experts, is the increase in the transparency of political party funds and their control. SP proposes that in the Electoral Code, a specific deadline be set for the transfer of funds from the state budget to political parties, as well as to increase public funding for independent candidates.
