An article published by "BIRN" a day ago, and sponsored on social networks as an investigation, points the finger at the mayor of Tirana, Erion Veliaj, as the proposer of the Tirana incinerator. In fact, the writing in the title says that it is SPAK that calls Veliaj an ideator, according to the file on Arben Ahmatej.

Regarding this, the journalist Habjon Hasani reacted, who says that it is completely impossible for Veliaj to be the proposer of the Tirana incinerator.

The journalist lists several reasons and, among other things, emphasizes that the proposal for the incinerator was made by the private company itself and is based on two waste laws of 2013, which are under the supervision of two ministries, that of Development and Economy and that of the Environment.

Veliaj has just dismantled BIRN's article which accused him of being the first to propose waste management through thermovalizers.

Some milestones:

a) Veliaj's proposal of 2016 is in fact a joint local study of the Municipality of Tirana and IFC done at the time of Lulzim Basha and which included only landfill/encapsulation and not thermovalizers, while the cost of this project was 37 euros /tone.

b) The unsolicited PPP proposal from the "Integrated" firm is based on the Public-Private Partnership law and the amendments to the waste management law in 2013, i.e. it is based on two laws with effects at the national and not local level, PPP which is the law that was supervised by the Ministry of Development and Economy and the law on waste management that was supervised by the Ministry of Environment.

c) The claim that Veliaj is the initiator of the project, apart from being confusing with the study of IFC and Basha, has two logical problems:

c/1: How can Veliaj be the proposer when it comes to an unsolicited proposal from the private sector based on the PPP law. The private person receives a bonus even for the business idea.

How could Veliaj propose a private business having a state agent? How does this happen? How stupid do you know Lalin?

c/2: How can Veliaj be accused of a landfill project initiated by former mayor Lulzim Basha and connect this with incineration?

According to this logic, it makes sense that the head of the incinerators comes out to Luli with the project 37 euros/ton only for encapsulation
