SPAK standards/ Without carrying out full investigations, they arrested 36

The procedure that the two SPAK prosecutors, Altin Dumani and Enkeleda Millonai, are following in the investigation of Arben Ahmetaj is not the same as that followed by the two prosecutors, Klodian Braho and Eneid Nakuçi, for the rest of the accused in this file.

While Dumani and Millonai are investigating according to the principle of 'follow the money', checking the assets of Arben Ahmetaj's relatives, and seizing the villa in the name of his ex-wife, Albina Mançka in Palasa, but without arresting her, the colleagues of their Braho and Nakuçi did not do the same.

They avoided part of the controls, interrogations and other procedural verifications, and based on the provided documentation, they issued arrest warrants for 36 other people accused of the Elbasan and Fier incinerators.

The rush was argued at the time as a move to avoid the possibility of the accused destroying evidence, or escaping. However, this haste has fueled criticism that the file in question was investigated superficially by the two prosecutors, with absurd accusations against the detainees.

As an example, the former Minister of Justice, Ylli Manjani, brought up the case of Arben Dervish, who is accused of abuse of office, an accusation that is raised exclusively for people who have held, or have a state and public office. Dervish did not have this.

But, was the superficial investigation of the file intentional to escape from the investigation the real responsible of the violations? The criminal complaint against two prosecutors of SPAK, which followed Klodian Braho's resignation from file 277 fraction 1, suggests that it is.
