Sali Berisha

The Chairman of the Democratic Party, Sali Berisha, held the meeting "Rama Oil Exchange - 10 abuses, 1 solution" at the Blue Headquarters with the Departments of Natural Resources, Economy, Finance, Agriculture and Social Affairs. During his speech, Berisha stated that our country has the highest oil price in the world.

"The price of oil for Albanian citizens is higher than in any country in Europe and the world. So oil is a punishment for the citizens and the country's economy," said the chief democrat.

He added that no other country has " an insane fiscal burden like Albania has."

Among other things, Berisha emphasized the importance of the oil price for the Albanian economy, linking it to all sectors and the daily lives of citizens.

"One of the most fundamental issues of our economy that is inextricably linked to all sectors of this economy and to the daily life of every Albanian citizen. More than any other factor. There is nothing else related to the prices of agricultural products, to the prices of transportation, to the prices of product processing, than oil, there is no other factor that takes away from Albanian citizens who have cars, 7.2% of their daily income, at a time when the price of oil or a liter of oil in Germany costs Germans 1.2% of their daily income", said Berisha.

He stated that the government, in an unprecedented cynical act, has made excise tax indexable:

"In an unprecedented cynical act, it has also made excise tax indexable. It does not index pensions for pensioners, no, it deceives them. It indexes the excise tax on oil and increases it in line with inflation. And this gives it a significant increase every year, and taken together, it adds 40 old lek to its price."

Berisha: DP will demand halving of the fiscal burden on oil

Berisha stated that the intervention is "an emergency", which according to him, "an excise tax indexed to inflation" will not solve.

The chief democrat emphasized that the DP will demand a halving of the fiscal burden on oil and an investigation by the competition authority.

"So, the DP stands firm on the first step of halving the fiscal burden. We must come down to the fiscal burden, which guarantees similar prices, but lower than in other surrounding countries that do not have a liter of oil and do not pay for transportation from Durres to Pristina or from Durres to Tetovo. Oil therefore stands as a punishment with its taxes on pensioners as a whole, on all citizens with the increase in consumer prices.

"It is a major problem, so we will submit amendments and laws to parliament, as well as demand an investigation into the competition authority, which is mired in oil," he said.

Berisha: The government takes 60% of the price for each liter

The Chairman of the Democratic Party stated that Albania is the country with the highest fiscal burden on a liter of oil, where about 60% of its price goes to taxes that the government collects for each liter.

"So, oil is a punishment for the citizens and the country's economy. There is no other country that has such an insane fiscal burden on a liter of oil as Albania does. 60 percent of the price of oil consists of what the government takes from the citizens for each liter. No one does this except this government. No one does this and cannot imagine doing such a thing. In 2013, the circulation tax was 7 old lek per liter. It increased it to 28 lek, increased it four times. In an unprecedented cynical act, it has also made the excise tax indexable. It does not index pensions for pensioners, no, it deceives them. It indexes the excise tax on oil and increases it in line with inflation. And this gives it a significant increase every year, and taken together, it weighs down its price by 40 old lek," he said.

"Government responsible for oil smuggling"

Further, the leading democrat accused the government of Prime Minister Edi Rama as responsible for oil smuggling. "Transit oil does not disappear, but 350 thousand tons of smuggled oil disappear. And no one else can do the smuggling except the government. All the oil comes by ship. And it has been proven that Libyan ships come for the government. It has been found," he said.

Berisha also mentioned the two main reasons why, according to him, Albanians have the highest oil prices in the world.

"There are two main factors behind this punishing price per liter of diesel in Albania, the highest fiscal burden in the world. There is no other country that has a higher fiscal burden than Albania. No!

And secondly, there is no other country that has a bigger smuggling than Albania, but smuggling, I said once again, is government smuggling. That only the government brings in the contraband. The state takes 1.1 euros per liter of oil from every citizen. 0.7 is taken in Macedonia, in Kosovo and the prices there are at least 40% cheaper ," added the leader of the Democratic Party.

Berisha accused Prime Minister Rama of creating state-owned companies in the oil sector for personal gain and to appoint his cronies to key positions. He said Rama will find another “Ergys Agas” to manage the state-owned oil company.
