The restored airbase that has already been made available to the North Atlantic Alliance, a base which will serve as a center for the country's Air Force activities, has been inaugurated in Kuçovo. This base, built for the first time during the communist period in 1952, now comes with a new, modern infrastructure and contemporary conditions.
Albania, through this base, will give its contribution to the preservation of values and peace. But what does our country gain from this base? In addition to the development of defense capabilities and the very good position it has, not only for the country, but also for the region, this base will also develop the city's economy through employment.
According to the data, about 55 million euros have been invested for this project, where approximately 50 million euros were invested by NATO and about 5 million euros by the Albanian government. On the other hand, 3 "Bayraktar" drones are already part of the arsenal of our armed forces. The drones purchased in Turkey arrived in Albania after the signing of the agreement in December 2022.
Based on this, "Scan Intel" has performed an in-depth analysis taking into consideration the data published by "Global Firepower" in an index which determines the result of a certain country depending on the capacity to defend or to conduct military operations. For the calculation of this indicator, factors such as: the number of military troops, finances, artillery technology, logistics capabilities, etc. are taken into consideration.
Albania ranks 90th, out of 145 countries in the world, in the military power index for 2024, improving, compared to the previous year's edition. "Scan Intel" has analyzed the data from this report to see how ready Albania is to defend itself through the air. According to the data of the index, our country has only 19 aircraft in total, while it does not register any aircraft used for training, no combat aircraft, no military special mission aircraft and no attack aircraft or helicopters.
So, as far as airspace is concerned, Albania ranks 100 out of 145 countries in total. But how do we compare with the countries of the region in this aspect? Although in the general index we rank second after Serbia, the data regarding the air force are not so optimistic.
Albania ranks fourth in the region after Serbia, Bosnia and Herzegovina and North Macedonia, leaving behind Kosovo and Montenegro. The data show that in terms of the ranking of the air forces, Albania and North Macedonia have a difference of one position in the ranking.
However, the inauguration of the base in Kuçovo as well as the "Bayraktar" drones, known for their efficiency and advanced technology, are a positive signal in the field of defense in Albania. These investments are expected to improve the position of our country in the index among the countries of the world, but especially among the countries of the region. We emphasize that the base in Kučovo is the only NATO base in the Western Balkans. Meanwhile, the construction of the NATO naval base in Porto Palermo is also under discussion.
According to the index, Albania ranks 113th among 145 countries in total in terms of defense budget, increasing from a year ago. From the data of the "Ministry of Finance", the 2024 budget of the Ministry of Defense amounts to ALL 48.3 billion.
In 2018, defense budget expenditures were 0.7% of GDP, to rise to a full 2% in 2024, which signals an increase in the government's focus on defense, but also a slightly higher commitment to achieve the obligation as a NATO member country, with expenses close to 2% of GDP.
