Support justice institutions and law enforcement agencies by strengthening their capacities

President's message

The new parliamentary session opens today at a time that I would describe as full of hopes and expectations.
We Albanians have shown that we know how to achieve results when we want and when we come together. Completing the legal framework for enabling the Diaspora to vote in the upcoming elections is a milestone and proof of our shared will and responsibility.

Meanwhile, the parliamentary mandate is coming to an end and the moment to weigh achievements and successes, shortcomings and failures, to evaluate oneself, but also to be evaluated by the public, is approaching.

In this new September, the parliamentary image and performance are both desired and necessary for our Assembly to be an inspiring arena of civic confrontation, where different voices are included in a fruitful dialogue.
Our country's path towards the consolidation of democracy has been challenging.

However, on the eve of the 112th anniversary of the Albanian state and the 33rd anniversary of pluralism, the issue of political dialogue in the country and in this sacred space of democracy must remain a priority. It is necessary here, in this Assembly, to conceive and flourish as a reflection of our common growth, civil and democratic dialogue between political forces, opinions and different attitudes.

Dear Members of Parliament,

The integration reforms calendar is busy and the tasks before us are big and require continuous commitment. The Assembly must focus its legislative efforts on our main national objective: membership of the European Union.

This requires the timely fulfillment of the legal measures included in the National European Integration Plan. Beyond it, and together with this plan, there are a series of other initiatives that must be researched and addressed by parliamentary committees and then by the Assembly itself. In this context, I bring to your attention the protection of the basic rights and freedoms of citizens, as well as the need to improve the existing legislation.

Let me emphasize that legislative initiatives must be based on the real concerns of our citizens and in various sectors, such as: economy, health, justice, education, environment and social justice among others.

Concrete legal steps must be taken to regulate the use of artificial intelligence, so that our citizens are both protected and supported in its use.

Other laws await improvement and, in this regard, vigilance and parliamentary control must be at the highest level. We must ensure that any law that is passed is in line with the interests of citizens and the highest democratic standards. For this, joint commitment and continuous efforts are required to ensure that the Assembly is always committed and fulfills its supervisory role, guarantees the balance of powers, and protects the interests of the people. It is a moment that requires prudence, professionalism, patriotism and a deep sense of responsibility towards our citizens.

Dear Members of Parliament,

An issue that has as much to do with European integration as with the development of the country, is the fight against corruption and organized crime, an element that is unfortunately turning into the constant refrain of every speech.

Parliament should fully support judicial reform, our justice institutions and law enforcement agencies, strengthening their financial, human and infrastructural capacities.

I encourage the Assembly to promote the anti-crime and anti-corruption policy as a real confrontation with an evil that we must fight at every level and in every field of this phenomenon that is corrosive to the economy and threatening to democracy.

Dear Members of Parliament,

The aforementioned responsibilities go beyond our European agenda. They are necessary for Albania to navigate calmly and maintain its direction in a global world full of various challenges, such as security, social and cultural challenges.

They require us to constantly update our strategies and legal frameworks to adapt to geopolitical changes and rapid technological developments.

Climate and, in particular, cyber threats require our immediate and continued attention.

As we approach a new election year, I call on you to exercise your mandate responsibly in this regard as well.

Dear Members of Parliament,

We Albanians are present all over the globe, excelling in various fields, from technology to art. Our nation is represented more and more every day by individuals whose work, effort and achievement radiate internationally and make us proud.

Albania is a country that triumphs, despite the difficulties, a country blessed by nature and with a human nature that radiates Mediterranean and European values.
In these times when the sacrifices of the generations are returning to support the new generations, turning the various global and regional challenges into opportunities for our country, it is imperative that the parliament becomes the main ally of our country's progress.

Let's turn this space into the Assembly of the most beautiful Albanian ideas and the richest democratic confrontation in the region.

I wish you success in the new parliamentary year!
