Before being included in the government cabinet by Edi Rama in 2019, it was rumored that Belinda Balluku's ambition was the Municipality of Tirana.

For two years, Belinda left this dream in the drawer, to revive it after the elections of April 25 last year. The personal vote he received in those elections added to his appetite and ambition.

However, a year after these elections, Edi Rama extinguished this dream, through several movements in the rank of district leaders.

The passage of Ulsi Manja left the district of Dibra without a leader. Among the dozens of candidacies and figures that the SP has in its bosom, Rama selected Belinda Balluku. But, nothing connects the minister with Dibra except Rruga e Arbrit, who as minister responsible for infrastructure has the duty to supervise him.

'Bela', who for the April 25 elections in Tirana was engaged in the Kombinat area, now has to travel several kilometers to run a completely foreign district for him, where the only experience he has is the campaign for the local by-elections of March 6 this year.

This does not mean that with this relocation the SP structures in Debar will not function. Belinda Balluku will find them up and to give revenge thanks to Ulsi Manja. But the movement more than for the party has been dictated from behind the scenes within the Socialists.

In addition, the same move extinguishes the dream and ambition, perhaps temporarily of Belinda Balluku to be catapulted to head the mayor of the capital.

Local elections are next year and time seems insufficient for Balluku to change Rama's mind and bring him back to the capital.
