"He has separated elements of the Association and claims that it is in accordance with the Constitution of Kosovo, but it seemed to me that certain elements of Rama's proposal contain territorial autonomy for the Kosovo Serbs".
This reaction of Glauk Konjufca a few hours after the meeting with Edi Rama in his office created the idea that the Albanian Prime Minister had presented the Speaker of the Parliament of Kosovo with the draft proposed by him for several weeks regarding the Association of 4 northern municipalities.
In his reaction, Konjufca took a tough stance towards Rama's draft, stating that "it is against the interest of the Albanian nation and the people of Kosovo".
But Konjufca's claims that the details of the draft were made clear to him by the Albanian Prime Minister, Rama rejected in the evening during the interview on "Klan Kosova".
Rama said that he has sent this document to only three people and they are the German Chancellor Scholz, the French President Macron and the President of the Council of Europe, Michel.
"I saw, they told me that Glaucus had said that he has autonomy... I don't know what he's talking about, because we didn't talk at all about the Association draft. In the document they have already read! They haven't read it! Where do they know? Or do they see me in a portrait and read me like a mug? The draft that I prepared was prepared by experts of the highest level, and I sent it to three people: Chancellor Scholz, President Macron and President Michel," declared Rama.
Furthermore, the head of the government underlined once again, as in previous public statements, that the draft of the Association's statute was written by high-level experts.
He also affirmed again that he has not consulted with anyone from the government of Kosovo, as he is not in the role of the official legal expert of Pristina.
Even for Rama, the Kosovo officials should have compiled such a draft in time by knocking on the door of the European chancelleries themselves.
"The draft statute was not consulted with anyone because there is no need to consult. I have not done the legal study of the government of Kosovo. It has its own experts, its own opportunities, it could have done it in time and it should have done it in time, and not only it should have done it in time, but it should have stood at the door all the time to its partners and allies and to tell them, we think this way, we think that way, because it is in our interest.
No one asked me, I did it myself, and it is a contribution that I think is the best thing from what I have read, heard and seen from others, there can be even better ones. But how can it be said why he makes the draft association, what does he need, what does he have to do... There was no need to consult (the government of Kosovo) because it is a draft for an agreement between two parties" , emphasized the Albanian Prime Minister.
