Public procurement/ Rama: Albania has advanced compared to EU countries!
Edi Rama

Prime Minister  Edi Rama,  together with the negotiator for Chapter 5 " Public Procurement " and director of the Public Procurement Agency, Reida Kashta , are holding a press conference today with the aim of informing the public about the progress of this fundamental chapter regarding Albania's integration into the EU.

From some findings from a detailed report by the European Court of Auditors on EU countries, Rama speaks of a decrease in the level of competition for public contracts, a lack of awareness that competition is a prerequisite for the EU or even participation at unsatisfactory levels.

The Prime Minister says that Albania has made significant advances compared to EU countries.

Rama: There are some sentences that may sound like they are about Albania, but in fact they are sentences taken from a detailed report by the European Court of Auditors on EU countries regarding public procurement. The report speaks of a lower level of competition for public contracts in recent years. It speaks of a lack of awareness regarding the fact that competition is a prerequisite for value for money in public procurement. It speaks of key indicators for measuring competition that remain unsatisfactory in most member states, with over 40% of competitions with one bidder for a 10-year period. It speaks of a lack of competition that affects prices, costs and duration of procedures, increased by 50%. The level of publication and participation remain at unsatisfactory levels. These are some of the conclusions. If we put into context the position of our country in the essential indicators that the EU defines for competitiveness, if on average contracts with one bidder constitute 32.3% of contracts in EU countries, for Albania they are 23.5%. Even in the number of bidders per procedure, which the report defines as 3.2 bidders per procedure in the EU average, Albania is at 3.7 bidders on average. Furthermore, in Albania in 2025, the number of public procurements that are closed with a winner and with 1 bidder is 12%, while the EU average is 14%. Albania is in an advanced stage of progress in this area and of positioning itself at the negotiating table in the EU.
